Incumbent typical work assignments may include the following:
  • Provide advice, technical assistance, and policy guidance to supervisory and management officials concerning all areas of performance management.
  • Engineer processes and develop communications that support management to link organizational goals with individual performance, identify critical, defendable, creditable performance measures, monitoring the outcomes.
  • Analyze and evaluate the operations of all aspects of the Incentive and Honorary Awards Programs and recommends necessary policy or procedural changes.
  • Prepare the annual reports to the Office of Personnel Management (OPM) on monetary incentive awards.
  • Conduct systematic audits and qualitative analysis of sample pool of performance appraisals for completeness and conformance to WHS, DoD, and government-wide performance management.

  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
Qualifications

Time in Grade:

For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.


Specialized Experience:

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized experience is defined as:
  • Negotiate and deal with high-level officials, employees, and stakeholder groups (both within and outside the organization).; and
  • Synthesize complex data into meaningful written and verbal communications.; and
  • Ability to develop strategic objectives for change, such as conducting organizational requirements assessments, assessing organizational readiness for change, increasing organizational awareness, and leading change initiatives.
  • Specialized Experience:

    For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.

    Specialized experience is defined as:
  • Ability to develop strategic objectives for change, such as conducting organizational requirements assessments, assessing organizational readiness for change, increasing organizational awareness, and leading change initiatives.; and
  • Conduct research to generate responses to management regarding new legislation, program operations, or agency regulations.; and
  • Ability to address or provide counsel on intricate problems and challenges that generally necessitate the analysis and/or troubleshooting of a diverse array of atypical conditions.
  • In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

    Education

    There is no substitution of education for the qualifying experience at the GS-12 and GS-13 grade level.

    • This position is subject to completion of 1-year probationary period for assignment to a supervisory position.
