Airborne Electronic Attack Program Office (PMA-234)
BACKGROUND: Naval Air Systems Command (NAVAIR) Airborne Electronic Attack (AEA) Program Office (PMA-234) under the Program Executive Officer, Tactical Aircraft (PEO(T)) is responsible for the development, modification and sustainment of AEA systems, including Next Generation Jammer - Mid-Band (NGJ-MB), Next Generation Jammer - Low Band (NGJ LB), Electronic Warfare (EW) Counter Response, ALQ-99, and Marine Air-Ground Task Force (MAGTF) EW products. PMA-234 also includes current and future International Cooperative (COOP) agreements and Foreign Military Sales (FMS) support for these systems. This SOW provides Program Management and Financial Management support services for PMA-234. PMA-234 is responsible for the planning, management, and execution of AEA products.
Place of Performance: Remote; Travel to other locations in support of program tasking is required for this task order. Travel locations include Continental United States (CONUS) and Outside Continental United States (OCONUS).
Period of Performance: 12-month base period, plus (4) four 12-month option periods. Anticipated start date of 2/27/26.
Requirements:
Education: MA/MS degree
• Bachelor’s Degree plus two (2) years additional work experience performing duties as described, may be substituted for a master’s degree. OR
• Associate’s degree plus four (4) years additional work experience performing duties as described, may be substituted for a master’s degree. OR
• Six (6) years of additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
• Senior - over 10 years of combined experience performing duties described in the functional description, with at least 5 of those years successfully managing technology development Electronic Warfare (EW) programs.
• At least ten (10) years of experience in NAVAIR program management, technical, and business analysis discipline, related to acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning. Demonstrated experience in program/project status, earned value management, schedules, strategic communications, and technical writing.
• Active Top Secret Clearance OR Top Secret (SCI)
Duties and responsibilities will include, but are not limited to, the following:
• Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, and business case analyses.
• Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules.
• Assists program leadership in formulating and delivering strategic messaging and required reports. May develop and submit briefing materials on behalf of the Program Office.
• Assist the project IPT lead with industry partners in communicating a message consistent with Program Office strategic goals and intent.
• Skilled in managing competing priorities, deadlines, and projects, and serves as a qualified professional in technical writing and strategic messaging.
