The Opportunity:
CACI International is seeking a dynamic and accomplished Senior Business Development and Configuration Management SME to join our esteemed Naval Engineering team. This pivotal role is designed to support multiple high-profile clients, including the Naval Sea Systems Command (NAVSEA), Military Sealift Command (MSC), and the United States Coast Guard (USCG). The ideal candidate will have a robust background in leadership, strategic planning, and significant business growth with a proven track record in directing operations across logistics engineering, and information technology programs, and serving as a Subject Matter Expert in configuration management, Integrated Logistics Support (ILS), Fleet waterfront support, and Navy maintenance and modernization. Key qualifications include extensive experience in program, product, and project management; strategic planning; process improvement through technology insertion; business development and operational sustainment; business process re-engineering; and financial management/contract administration. The candidate must demonstrate exceptional leadership skills and a deep understanding of policy, program, and resource management.

Responsibilities:
  • Logistics SME for TECHNICAL SPECIFICATION 9090-700F SHIP CONFIGURATION AND LOGISTICS SUPPORT INFORMATION SYSTEM and MBPS
  • Direct and manage complex Navy Logistics Engineering, Configuration Management, and IT projects.
  • Lead product management and subject matter expertise for Configuration Management and Navy Modernization projects.
  • Extensive Naval Sea Command (NAVSEA) Logistic and Financial experience
  • Develop and implement standardized Configuration Management processes and procedures
  • Develop and manage Professional Qualification Standards (PQS) for key logistics roles
  • Develop and execute strategic plans for logistics systems migration and modernization.
  • Lead process improvement projects leveraging technology such as RFID, mobile computing, and wireless LAN.
  • Develop and pilot technology solutions like the Configuration Management Mobile Validation Tool (CMMVT)
  • Integrate stand-alone logistics and maintenance systems into the Navy Data Environment (NDE).
  • Secure and manage reimbursable logistics engineering projects. • Expand customer base and market integrated solutions for configuration management and ILS.
  • Develop and pilot processes like Logistics Readiness Review (LRR) for identifying and resolving ILS deficiencies.
  • Lead Business Process Re-engineering (BPR) teams to re-engineer and improve Navy maintenance processes.
  • Facilitate the development, integration, and deployment of IT systems to support fleet readiness and maintenance.
  • Develop contract Statements of Work (SOW) and NAVSEA standard items for logistics products and services.


Qualifications:

Required:
  • U.S. Citizenship with DOD "Secret" security clearance
  • Bachelor's degree or equivalent years of related experience At least 10 years of experience and bachelor's degree in business or a related field or a minimum of fifteen (15) years of additional relevant experience may satisfy degree requirements.
  • Experience with NAVSEA, MSC, or USCG marine logistics practices and standards.
  • Proficiency with MS Office Product Suites including Word, PowerPoint, Excel, Database, Teams, Adobe Pro, N-ERP, WAWF, and PIEE systems • Experience briefing complex technical issues to decision makers.


Desired:
  • Master's degree in business, Logistics, Marine Engineering or a related field
  • Ten years of experience performing as a key lead of a NAVSEA or MSC Configuration Management and Logistics team projects
  • Former Tech Warrant Holder for Navy/MSC

The proposed salary range for this position is:
$73,800-$155,100
