Raytheon's Advanced Technology (AT) strategic business unit is one agile team developing key discriminators for our core products and capturing attractive adjacent market share to enable new capabilities that defeat our Warfighter's threats. The Airborne Spectrum Dominance team within Advanced Technology focuses on Advanced Systems, Advanced Sensors, Advanced EO, Advanced RF, and Emerging Systems.

Raytheon's Advanced Radio Frequency (RF) portfolio team is seeking a Chief Engineer (EW), Associate Director Systems Engineering to lead contract research and development programs focused on maturing technology into viable products for the war fighter. This is an onsite position located in Goleta, CA.

What You Will Do
  • Engineering program execution and technical leadership for Advanced Radio Frequency (RF) programs from product concept, proposal development, through build and test
  • Facilitating communications between the external customers, internal Raytheon leadership, and the program's engineering team
  • Creation, analysis, and forecasting of program staffing, risk/opportunity management, EVMS, IPT coordination, subcontracts management, and issue management
  • Managing program technical baseline through appropriate documentation, use of internal and independent reviews, and chairing of Engineering Review Board
  • Supporting new business activities, leading technical responses to requests for information (RFIs) and requests for proposal (RFPs)
  • Support business technical roadmaps and provide technical mentoring
  • Support the continuous process improvement efforts of Engineering.
  • Support travel as needed (Approx. up to 25%)


Qualifications You Must Have
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 12 years of prior relevant experience
  • Experience in at least two the following Electronic Warfare (EW) system operational concepts: functional and operational gap analysis, proposal development, Design to Cost / Design to Specification concepts, analysis and trade studies, link budgets and margins, and/or algorithm development.
  • Experience with EW systems integration, test, verification and/or validation.
  • Experience presenting to executives and/or customers
  • Experience in at least two of the following: technical team or Program leadership, Program staffing, EVMS, risk management, subcontract management, and/or quality controls.


Qualifications We Prefer
  • Advanced experience with Electronic Warfare (EW) mission CONOPS, system architecture and requirements development
  • Advanced understanding of EW system hardware, firmware, and software development with ability to troubleshoot RF hardware & software and make recommendations on solutions
  • Practical knowledge of EW system development related engineering disciplines; Systems Engineering, Electrical Engineering, Mechanical Engineering, Software Engineering, Reliability, Operational, etc.
  • Experience leading Proposal developments and technical volumes
  • Experience working with Raytheon EW system products
  • Firm understanding of system life-cycle to include logistics, reliability, maintainability, and depot management.

The salary range for this role is 162,000 USD - 326,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
