Incumbent typical work assignments may include the following:
  • Incumbent will process all RPAs in DCPDS in accordance with the OPM Guide to Processing Personnel Actions and applicable laws, regulations, and policies; process new hire actions with a complete hiring package to support legal appointments; post the RP A and notification of personnel action (SF 50) into the employee electronic Official Personnel Folder (eOPF).
  • Researches and interprets guidelines and directives from higher echelons and conducts comprehensive research and applies problem solving skills to complex cases.
  • Request transferred employee records review and audit EOPF for verification of Vet Pref, appointment, tenure and SCD calculations.
  • Provide the full range of HR advisory services and technical services to include the execution and implementation of HR processing within the Defense Civilian Personnel Data System (DCPDS), the rule range of electronic Official Personnel File ( eOPF) maintenance and consolidation, civilian payroll reconciliation and mass DCPDS processing for assigned agencies, activities, and components.

Qualifications

For GS 9:

Time in Grade:

For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

Specialized Experience:

For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.

Specialized experience is defined as...experience utilizing a variety of personnel systems to assist with the processing of personnel actions.

For GS-11:

Time in Grade:

For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

Specialized Experience:

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.

Specialized experience is defined as...experience assisting with daily personnel actions, assisting with screening personnel files to evaluate various statuses such as veteran preference, and assisting with setting pay actions.

For GS-12:

Time in Grade:

For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

Specialized Experience:

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized experience is defined as...experience utilizing knowledge of existing human resources policies to accurately process requests for personnel action, reviewing employee files to evaluate various statuses such as veteran preference, and processing different pay setting actions.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

There is no substitution of education for the qualifying experience at the GS-12 grade level.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
