ASRC Federal is seeking a Project Manager/Technical SME Lead to support an upcoming contract supporting a government contract located in Ashburn, VA.

Work location: Onsite ( Ashburn, VA and Springfield, VA )

Clearance: Public Trust ( successful completion of government background investigation )

Position Summary: The Technical Subject Matter Expert (SME) Lead / Program Manager will play a pivotal role in the U.S. Customs and Border Protection (CBP) Operational Technology Support Services (OTSS) project, providing expert guidance and strategic oversight for all technical initiatives. The ideal candidate will possess a robust technical background coupled with strong management skills, having a proven track record in leading complex technology projects within government or enterprise environments. This individual will be responsible for the overall success of the OTSS project, including planning, execution, monitoring, and reporting on project status. The SME Lead will ensure that all technical deliverables align with CBP's mission and objectives while promoting best practices in cybersecurity and operational technology management.

Responsibilities:
  • Oversee and guide the technical aspects of the U.S. Customs and Border Protection (CBP) Operational Technology Support Services (OTSS) project.
  • Encompasses leading a team of technical professionals, managing project deliverables, and ensuring compliance with CBP guidelines.
  • Liaise with stakeholders to understand project requirements, drive strategic direction, and implement effective solutions to enhance operational efficiencies.
  • Possess a comprehensive understanding of the Tethered Aerostat Radar System (TARS), Unattended Ground Sensors (UGS), and Consolidated Tower Surveillance Equipment (CTSE) to effectively oversee operations and maintenance activities.
  • Encompass the technical specifications, operational functionalities, and integration capabilities of each system, ensuring that the lead can manage project requirements, transition processes, and cybersecurity measures effectively.
  • Be adept in troubleshooting sensor and networking issues, implementing security monitoring, and contributing to the continuous improvement of the systems in light of emerging technologies.
  • Familiarity with relevant compliance standards and practices, such as those outlined by DHS and CBP, along with a strong grasp of project management methodologies, will be crucial for coordinating efforts across multiple stakeholders and ensuring the seamless deployment and support of these operational technologies.


Qualifications:
  • Master's degree in Information Technology, Cybersecurity, or a related field.
  • Minimum of 10 years of experience in technology project management.
  • Comprehensive understanding of operational technologies, cybersecurity principles, and IT regulations affecting federal agencies.
  • Demonstrated ability to manage multiple projects simultaneously with a focus on quality and timelines.
  • Must successfully complete a government background investigation.


Certifications:
  • Project Management Professional (PMP) certification or equivalent.
  • Certified Information Systems Security Professional (CISSP) or other relevant cybersecurity certifications.
  • ITIL (Information Technology Infrastructure Library) certification preferred.
  • Any relevant technology-specific certifications (e.g., Cisco, Microsoft) are advantageous.
