Responsibilities:
• The Alternate/Deputy Program Manager/Technical Lead Manager shall be responsible for all work performed under this statement of work during any period when the Program Manager (PM) is unavailable.
• The Alternate/Deputy Program Manager/Technical Lead shall be a single point of contact for the Contracting Officer and the COR during any period when the Program Manager (PM) is unavailable.
• Provides relevant technical area lead and program management support during any period when the Program Manager (PM) is unavailable.
• When the PM is unavailable, the Alternate/Deputy PM leads team on projects of various layers of complexity; creates solutions involving or affecting financial, scheduling, methodology, tools; prepares long and short-range plans for application selection, systems development, processes, procedures and production methods.
• When the PM is unavailable, the Alternate/Deputy PM creates, manages, and monitors associated support services necessary for programs and projects.
• When the PM is unavailable, the Alternate/Deputy PM works with government staff (i.e., contracting officer, COR, etc.) to establish and implement program goals and provide key performance metrics to establish a strategic baseline.
• When the PM is unavailable, the Alternate/Deputy PM creates and maintains a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks.
• When the PM is unavailable, the Alternate/Deputy PM builds and maintains qualified, full-time staff and a pipeline of surge staff according to customer and mission priorities.
• When the PM is unavailable, the Alternate/Deputy PM maintains awareness of emerging capabilities and technologies in area of expertise.
• When the PM is unavailable, the Alternate/Deputy PM acts as a bridge for the complex gap between the non-technical functions of management and the technical requirements of work area mission and its personnel.
Required qualifications/skills:
• Active TS/SCI
• High School Diploma/GED and a minimum of 10 years of relevant experience; or Associates Degree and a minimum of 8 years of relevant experience; or Bachelors Degree and a minimum of 6 years of relevant experience; or Masters Degree and a minimum of 4 years of relevant experience; or Doctoral and a minimum of 2 years of relevant experience.
• Experience working with Microsoft Office suite.
Desired qualifications/skills:
• Bachelor's degree or higher from an accredited institution with preferred concentrations in areas such as International Studies or Affairs, Economics, International Trade, Intelligence, Public Administration, Public Policy, American Government/Governance, or Law/Legal Studies.
• Experience Intelligence Community (IC) experience desired; DHS intelligence analysis experience preferred.
• Three (3) years of experience managing all-source analysis efforts of at least ten (10) FTE in an Intelligence Community entity desired; experience managing DHS Office of Intelligence and Analysis all-source analysis efforts preferred.
• Two (2) or more years' experience working economic security issues related to supply chain vulnerabilities, illicit trade, or foreign investment.
• Knowledge of DHS component missions, research, analysis, and production process.
• Experience demonstrating knowledge of critical threats to US economic competitiveness including, but are not limited to, supply chain vulnerabilities, illicit trade, foreign malign economic influence and intellectual property theft.
• Shall be knowledgeable in nation state political-economic analytic expertise conducive to foreign malign economic analysis.
• Skills Experience working with Microsoft Office suite and DHS data systems.
• PMP certification.
