Duties
Help
  • Serve as the Chief, HR Oversight Branch formulating and developing HR goals, objectives, and policies to be implemented by all DHA headquarters elements and Defense Health Networks (DHNs)
  • Provide oversight and manage the human resources functions affecting the DHA Headquarters Staff and personnel assigned to the various DHNs.
  • Conduct analysis to ensure recruitment strategies align with the Agency strategies and requirements for current and future mission needs.
  • Provide classification oversight to ensure position descriptions are accurate and properly classified.
  • Perform the full range of supervisor duties to include advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc.
  • Provide authoritative guidance in the interpretation and application of laws, policies, regulations and directives regarding a wide spectrum of Federal HR functions.
  • Direct/conduct studies to improve program processes, execute strategic initiatives, and develop personnel policies and programs.
  • Provide input on special projects, such as major reorganizations and restructuring of the agency.
  • Prepare and/or approve responses to higher headquarters taskers to include Congressional inquiries.
  • Interpret and write implementing instructions for organization's personnel management programs.
  • Represent the Oversight Branch in meetings and defend/advocate for HR programs with higher echelons and other Federal agencies.
  • Collaborate with senior leaders, managers, and servicing HR provider to resolve problems or issues impacting the DHA.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting in the analysis of key Federal human resources (HR) programs to assess their potential impact on the full spectrum of HR functions; advising/guiding senior leadership on Federal HR operations or policies; managing complex Federal HR projects or initiatives; and providing recommendations to improve Federal civilian personnel programs or operations. Although not required, experience auditing Delegated Examining case files is highly preferred. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
