OVERVIEW
Streamline Defense is seeking an exceptionally qualified candidate to serve as a Collection Manager (CM) at the Senior-level working at the DIAC on Joint Base Anacostia-Bolling. The CM a pplies intelligence collection systems and capabilities to inform consumers on developments and relevancy through various product types.
RESPONSIBILITIES
- Collaborates across the Intelligence Community (IC) to understand customer intelligence needs and gaps.
- Develops and validates collection requirements optimized for the customer.
- Evaluates efficiency and effectiveness of multi-INT collection against established requirements.
- Assesses execution of collection plans and strategies to ensure delivery of valid, reliable intelligence.
- Determines the value of collected intelligence relative to customer decision-making needs.
- Utilizes statistical, algorithmic, data mining, and visualization techniques to analyze ISR data.
- Manages large data sets, ensures data consistency, and produces models and visualizations.
- Develops and applies methods and criteria to evaluate whether collection requirements have been met using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and collection feedback.
- Identifies gaps, trends, and opportunities in collection coverage and performance.
- Assesses and refines collection options, tests assumptions, and provides recommendations.
- Produces analytic products identifying collection method gaps and models future collection scenarios for use by Collection Strategists, Planners, and Architects.
- Demonstrates proficiency in statistics and the use of tools such as MATLAB, SPSS, SAS, S-PLUS, or R.
REQUIREMENTS
- Active TS/SCI security clearance. Must be willing to take a CI polygraph, if required.
- Bachelor's degree and 8 years of relevant experience. 12 years of relevant experience may substitute in lieu of a degree.
- Graduate of an in-residence DoD / IC collection management course.
