Functional Description: Assists the Production PAPM with analysis of industry data and metrics along with
shipyard progress updates. Assists Foreign National partners (NSGs) with day to day operations in the office and assists them in oversight of construction of the RSNF MMSCs.
• Apply expertise in production management, including analysis that identifies ship production trends, forecasts, and progress of ship production.
• Analyze shipyard manning profiles to identify manning shortfalls by trade and assess impact on production schedule.
• Escort the NSG personnel through the shipyard and assist with assessment of production progress and milestone completion
• Assist with the planning and execution of production meetings and reviews.
• Assist with the integration of program data, including assessing physical shipyard performance and schedule adherence and develop briefings on emerging issues to program office updates.
• Conduct shipyard visits as required to assess production progress.
• Participate in production progress meetings, production reviews, quality assurance meetings, test planning, and other production meetings.
• Provide production support services in the areas of quality program planning, implementation, and assessment.
• Support Foreign Military Sales / Security cooperation case efforts for PMS 525.
• Provide Office Management to support PMS 525
Required Qualifications:
• US Citizenship
• Active DoD Secret Security Clearance
• 20+ years of experience with US Navy ships and shipboard systems in new construction, acquisition, production, and life cycle sustainment.
• Experience with a Naval shipyard production facility environment.
• Experience with the Supervisor of Shipbuilding (SUPSHIP) and other U.S. Navy Commands processes and procedures for inspection and acceptance of new construction ships.
• Knowledge of US Navy standards and best practices for new construction program management and shipboard configuration, including design changes, construction, and ship modifications.
• Proficiency in Microsoft Office applications, especially Word, Excel and Power Point.
• Ability to communicate effectively both orally and in writing.
• Good interpersonal skills and can work independently as well as in a team environment.
• Ability to engage foreign military officers in a diplomatic and professional manner.
• Experience developing presentations and presenting to large groups.
• Experience with Program / Production Management of the LCS Ship Program or MMSC
• Foreign Military Sales (FMS) management and security cooperation experience.
