Duties

  • Plans, organizes, and directs the activities of ACC/A1X, ensuring that Plans and Integration Division complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Plans and Integration objectives.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents ACC/A1 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ USAF, HQ ACC Staff, DoD and other agencies.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Individual may be required to work extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real world contingency.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc.
  • The employee is required to obtain and maintain a Top Secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.
  • Limited area of consideration to Organization-Wide (HQ ACC/A1) AF Internal or AF DCIPS Candidates only. Applicants must be a current member of HQ ACC/A1 to be eligible.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) working with policies, principles, concepts, guidance, procedures, techniques and methodologies pertaining to Manpower, Personnel and Services or Force Support functions; (2) analyzing, planning, organizing, and directing the functions to meet program requirements and objectives with available resources; and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; (3) working with resource and financial management to plant, obtain, present, and defend organization funds, respond to emergency needs and track obligations to ensure they are being properly managed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques and methodologies pertaining to Manpower, Personnel and Services or Force Support functions at installation, Numbered Air Force, and MAJCOM levels both CONUS and deployed.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to analyze, plan, organize, and direct the functions to meet program requirements and objectives with available resources; and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources and to provide command level staff guidance and/or Readiness, Data Analytics and Resources specific information.
  • Ability to communicate both orally and in writing, concisely and with technical accuracy.
  • Knowledge of resource and financial management to plant, obtain, present, and defend ACC funds, respond to emergency needs and track obligations to ensure they are being properly managed.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
