Summary:
Serve as the institutional point of contact for occupational health and industrial hygiene. Manage and direct all aspects of operational and safety functions at a federal research facility. Oversee and ensure facility operational procedures as well as local, state, federal and OSHA compliance reporting as it relates to occupational health & safety practices. Assist in the development, implementation, and continual improvement of occupational health and safety programs(s) (e.g. hazard analysis, respiratory protection, blood borne pathogen, chemical hygiene, hazard communication) Plan and implement Industrial Hygiene surveys to evaluate workplace conditions and practices to determine extent of or the potential for exposures to hazardous agents and conditions (noise, dust, vapor, chemical exposure). Duties include understanding and analyzing workplace activities and potential hazards to support initiatives to identify, control and eliminate hazardous conditions that affect workers, property, the environment and for the Plum Island Animal Disease Center.

Requirements:
Bachelor's degree in a safety, health or industrial hygiene, environmental engineering or demonstrated equivalent; . Minimum 8-10 years of experience in Safety & Health/Management, preferably in a scientific or laboratory facility. Excellent communication skills - written and verbal; Ability to work independently and produce results. Must be able to obtain and maintain a security clearance and be able to work within a bio containment facility, utility plants and variety of storage buildings and construction sites. Must be capable of multi-tasking & supporting numerous assignments.
Preferred Qualifications
Certified Safety Professional (CSP) credential. 3-5 years facilities O&M services industry, preferably in a biomedical, nuclear power, hospital/health care or research laboratory environment. Possess knowledge of mechanical & electrical systems to include; HVAC, utilities, WWTP systems & maintenance trade work. Knowledgeable in regulatory compliance for: OSHA, local, state & federal policies & laws, fire & related codes. Experience with project management & work management processes. Experience with maintenance of ISO compliant or registered quality management systems, including 9001 and 45001 or equivalent.

Roles/Responsibilities:
- Oversee the onsite Occupational Health Clinic subcontract and a team of safety specialists. Oversee additional subcontracts as needed
- Serves as the institutional subject matter expert and/or point of contact for occupational health & safety and industrial hygiene. Maintains a high degree of field presence providing outstanding safety and health services and promoting a culture of safety to the center's scientific and operational staff.
- Support worksite activities by designing monitoring strategies, coordinate with staff and setting priorities to ensure a consistent and integrated approach to safety and & health management.
- Team with management and safety specialist(s) to ensure proper work planning and implement activities for the development, implementation, and continual improvement of occupational health and safety programs(s) (e.g. hazard analysis, respiratory protection, blood borne pathogen, chemical hygiene, hazard communication).
- Plan, implement and supervise industrial hygiene surveys to evaluate workplace conditions and practices to determine extent of or the potential for exposures to hazardous agents and conditions (noise, dust, vapor, radiation, chemical, biological).
- Develop technical reports to document the evaluation of workplace hazards and mitigation strategies, including engineering controls, administrative controls, or personal protective equipment, used to reduce or eliminate hazards.
- Assist in the technical aspects of characterization, storage, and disposal of hazardous, biological, and radioactive materials.
- Participate in investigations and analysis (e.g. causal) of workplace illnesses and injuries, consults with the on-site and off-site occupational health specialists and assists in management of cases.
- Coordinates with the on-site Occupation Health Clinic provider to determine appropriate medical testing for occupational exposures; as necessary consults with FOH on program matters and on employee injury cases.
- Lead support of the continued maintenance of the ISO 45001 registration.
- Review contractor's and subcontractor's safety and occupational health plans prior to their acceptance on behalf of DHS to ensure compliance with related regulations and policies.
- Develop and conduct training for PIADC staff relevant to safety and occupational health programs.
- Works closely with safety representatives for contracted entities to assure a consistent and integrated approach to safety management.
- Serve as a member of the PIADC Safety, Health, and Environmental Management Committee. Serve as a member of the PIADC Incident Management Team.

Physical Requirements:
- Assignments may require entry into biocontainment facilities, utility plants, a variety of storage buildings and constructions sites. Work within the containment laboratory requires decontamination showers.
- Must be physically able to move freely in environments that are restricted in space, unsteady or otherwise not easily accessible. Ability to climb ladders, and lift to 50 lbs.
- As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving biocontainment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced.
