Duties

  • Troubleshoots HVAC/R systems with complex problems and extensive repairs requiring judgment to locate malfunctions.
  • Incumbent will be primarily responsible for critical radiological laboratory HVAC/R equipment providing SME knowledge on differential pressure flows for laboratory cascades.
  • Incumbent will diagnose complex direct digital control system malfunctions on the facility's BAS.
  • Performs preventive maintenance on all HVAC/R systems and equipment.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent is required to undergo a counterintelligence-scope polygraph examination.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The duties of this position meets all requirements as a category 4 designation (CONT)
  • (CONT) and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • Either DoD/USAF or State of Florida (or equivalent) HVAC certification is desired.
  • The employee may be required to work irregular duty hours, nights and/or weekends.
Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a MAINTENANCE MECHANIC without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles and theories of air conditioning and refrigeration and properties of refrigerants; mechanical, electromechanical, and pneumatic principles to inspect, install, test, maintain, and repair power boilers and associated auxiliary and pollution control equipment; and the construction and operation of a variety of large industrial/commercial refrigeration, and A/C systems, electrical equipment, i.e., meggers, test lamps, voltage testers, amp meters, and polarity testers.
2. Knowledge of safety regulations, practices, and procedures; and regulations, procedures, and policies related to records maintenance and documentation. Knowledge of security procedures to maintain control of and access to classified material.
3. Knowledge of Building Automated Systems (BAS).
4. Ability to monitor, trend, diagnose, and work with mechanics, plumbers, and electricians to resolve HVAC specific problems. Ability to communicate effectively, both orally and in writing and be able to build working relationships.
5. Knowledgeable of Advanced Pressure Modules (APM) for both radiological and clean room operations to ensure cascade.
6. Extensive knowledge of automatic and semi-automatic boiler management systems that use manual, electric, electronic, pneumatic, and mechanical controls; able to install, maintain, repair/operate heating plants, systems and equipment, which operate on oil, gas or coal.

PHYSICAL EFFORT: The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works on and from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required.

WORKING CONDITIONS: The employee works indoors and outdoors, on elevated structures, and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to chemicals, heat, steam, noise, noxious gases, fumes, or acids. Occasionally works outside, on top of buildings, in drafty attic spaces, and in cramped areas with low overheads. Subject to possible burns, electrical shocks, cuts, strains, bruises, and chemical irritations. To reduce dangers from these and other similar conditions, the incumbent will follow prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hard hats, and fire retardant gloves.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
