C.02.01 SCOPE for Off-Site Waste Program Manager

The scope of this work is to support the Department of Energy Office of Environmental Management (DOE-EM) and the Idaho Cleanup Project (DOE-ICP) for the Waste Disposition Team.  Primarily, work will include providing oversight and management of the off-site waste as required by the Idaho Site Treatment Plan. Communicating with, providing quarterly and annual reporting, attending meetings, and obtaining approval of treatment plans prior waste receipt. Ensure all required communications with DEQ per the STP requirements are met minimally, provide oral notifications (within two working days of the occurrence) to DOE and DEQ STP Project Manager of the actual dates the off-site mixed waste is received at the INL, when primary treatment step is complete, and when the waste and treatment residues are shipped off-site. Submit treatment plan and schedule prior to the receipt of off-site waste per the requirements of the Settlement Agreement (section E.2.a) and the permit conditions listed (PER-153, Attachment 2, section C-2e.). Ensure the off-site wastes meet the Waste Acceptance Criteria in RCRA Permits PER-153 Att 2, C-2e for AMWTP and at the Waste Management Operations PER-109 Part A in Attachment 1 and waste acceptance criteria in Attachment 2. Ensure all of the requirements for off-Site waste per PER-109, Module II sections II.B, II.B4 , II.B.6, II.B.7 and II.B.8 are met.

The purpose of this position is to perform oversight functions at the direction of the DOE-Waste Disposition Team Supervisor. The work includes oversight and management of the Off-Site Waste Program which includes communicating and obtaining approval from the agency to receive off-site waste and other duties as assigned. The work includes identifying and interpreting requirements, developing and/or assessing waste program requirements and procedures, and evaluating the effectiveness of DOE-ICP and contractor waste management programs.  The work also requires the ability to evaluate technical documents for adequacy, and to execute audits, surveillances, assessments, and provide oversight of the contractor and DOE-ICP to Idaho Site Treatment Plan and RCRA permits PER-109 and 153 Waste management operations requirements, and other duties as assigned.

REQUIREMENTS NEEDED
Five (5) years’ minimum experience in waste management. Ability to qualify as a Waste Management and TRU Program Manager in the DOE-ICP program.  A current resume that indicates previous and/or current waste management experience.  Ability to communicate with the contractor and DOE personnel on waste management items.  Ability to manage waste management required responsibilities related to waste management as assigned.  Possess or be capable of attaining an L Clearance.  Have strong computer literacy in MS Office products.  Have strong communication skills, both written and verbal.  Ability to work with employees and top supervision and maintain their confidence through sound judgment and practical application of quality assurance requirements and standards.

Most of the work is performed in an office environment with no special physical demands involved. Office work involves light physical effort but is mentally demanding with extended periods of intense concentration required. Moderate physical exertion is required such as sustained standing, walking over uneven surfaces, climbing, crouching, bending, stooping, and use of personal protective equipment or other exertion over extended periods of time.

DELIVERABLES
Deliverables include approval of off-site waste treatment plans, summary of meetings, updates and notifications to the agency, providing written comments or reports resulting from document reviews, audits, surveillances, including working with DOE-ICP and the DOE-ICP contractor to resolve comments, issues, deficiency reports, and corrective action requests where appropriate.
