CeLeen, an operating firm of Command Holdings, is seeking a Travel Program Manager to serve on a potential contract supporting the Department of Defense Education Activity.

Responsibilities may include but are not limited to:
- Overseeing a robust team of Travel Processors.
- Serving as the main point of contact for communication with the Government client.
- Drafting and submitting all contract deliverables.
- Collaborating with the corporate Program Manager to oversee the contract in it's entirety.
- Creating, reviewing, and processing travel authorizations and vouchers.
- Booking airline reservations in accordance with the Joint Travel Regulations (JTR) and DoD travel policies.
- Coordinating with travelers to ensure all documentation is complete and compliant with travel entitlements.
- Providing customer service and troubleshooting travel related issues for DoDEA personnel.
- Maintaining audit ready records and documentation to support financial reconciliation.
- Processing authorizations, ensuring accuracy, timeliness, and compliance with applicable regulations.
- Processing settlement vouchers, maintaining accuracy, timeliness, and compliance with applicable regulations.
- Matching transactions to the corresponding Travel Authorization Number (TANUM) in the Defense Travel System (DTS).
- Reconciling each transaction against the DAI obligation report to ensure funds are correctly obligated and recorded.
- Identifying and processing necessary DTS amendments, addressing annually due to issues such as insufficient obligated funds or currency conversion discrepancies.
- Accounting for airfare costs charged in foreign currencies and address related reconciliation complexities.
- Reviewing and providing status updates on travel records
- Submitting a consolidated report summarizing the status of all records reviewed.
- Utilizing the Travel Order Processing System (TOPS) to process Permanent Change of Station travel records.
- Reviewing weekly PCS transactions reports and pre-validation funding lines.
- Monitoring Syncada lines and manage the PCS related SF1081 suspense account.
- Researching and documenting overweight household goods (HHG) shipments.
- Preparing debt packages for excess HHG weight and submit to DFAS within 30 days of excess weight determination.
- Supporting special PCS related projects as needed.
- Providing weekly written status reports to the COR detailing progress, challenges, and resolutions.
- Participating in regular meetings with the COR via phone or in person for coordination and updates.
- Responding to inquiries from DFAS Vendor regarding payment processing issues.
- Assisting employees and vendors in resolving travel-related payment concerns.
- Coordinating with DFAS to troubleshoot discrepancies and ensure timely payment processing.
This position is contingent on contract award.

Basic Qualifications
- High School Diploma.
- Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: Investigations & Clearance Process)
- 5 years of experience with the Defense Travel System or other federal government travel systems.
- 5 years of experience with the Joint Travel Regulations/Federal Travel Regulations.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

- Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.
Preferred Qualifications
- Bachelor's Degree.
- Current, active secret clearance.
- Direct experience with Department of Defense Travel.
