Salary Range: $150,000 to $175,000 per year

As Program Manager - Subcontract Operations, you will be the primary point of contact for WOOD's subcontractor engagements across multiple programs. You'll oversee the performance and well-being of WOOD personnel placed on these contracts, ensure alignment with Prime contractor expectations, and drive strategic staffing growth. This role is equal parts relationship management, technical oversight, and talent coordination.

Security Clearance Requirements:

This position requires all candidates to be U.S. Citizens and possess an active TS/SCI Security Clearance with a Polygraph.

Responsibilities

Contract Oversight & Staff Management
  • Serve as the administrative Program Manager for WOOD personnel placed on subcontract programs.
  • Monitor technical performance and conduct regular check-ins with staff.
  • Lead performance reviews and ensure staff are meeting mission requirements.
  • Attend program meetings and represent WOOD's interests.

Prime Contractor Engagement
  • Build and maintain strong relationships with Prime Program Managers and Technical Task Leads.
  • Act as liaison between WOOD and Prime stakeholders to ensure seamless communication and delivery.

Staffing Strategy & Growth
  • Ensure each subcontract program maintains a minimum of 5 WOOD personnel.
  • Understand technical requirements of each program to guide recruiting efforts.
  • Collaborate with HR and Talent Acquisition to identify, screen, and submit qualified candidates.

Internal Coordination
  • Interface with WOOD's Program Managers on Prime contracts to align staffing needs and share candidate pipelines.
  • Provide strategic input to improve Talent Acquisition processes and outcomes.

Qualifications

Required Education & Experience:
  • Bachelor's degree from an accredited college or university AND 5+ years of experience in program or contract management within the IC.

Required Skills:
  • Proven ability to manage technical staff and interface with senior government and contractor stakeholders.
  • Strong understanding of IC mission areas and technical requirements.
  • Experience supporting both Prime and Subcontractor engagements.
  • Excellent communication, organizational, and leadership skills.

Preferred:
  • Prior experience in Talent Acquisition or technical recruiting within the IC.
  • Familiarity with contract staffing metrics and performance KPIs.
