Duties

As a SUPERVISORY HR SPEC, GS-0201-12, you will serve as the State's Technical Advisor / Subject-Matter-Expert (SME) performing the full scope of duties and responsibilities (as the SME) for one of the seven HR Specialties: 'HR Development', 'Employee Benefits', 'HR Information Systems', 'Military' (Active Guard and Reserve (AGR) Manager), 'Performance Management and Employee/Labor Relations', 'Position Classification and Position Management', and 'Recruitment, Placement, and Compensation').

  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
Qualifications

SPECIALIZED EXPERIENCE :
Must have at least one year experience at the GS-11 level or the equivalent which advises and provides counsel to employees regarding policies, procedures, and directives of management in the Human Resource Office. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Must have experience in supervising the administration of pay setting and compensation regulations and tools. Experienced in establishing and ensuring implementation of procedures for the administration of the merit placement and promotion plan and other employment tools to include key staff policy and procedures for recruitment, placement, evaluation, and pay determinations. Must have experience, in addition to supervision, performs work in one segment of a specialized function, such as classification, labor relations, employee relations, employee benefits, human resource development, equal employment opportunity, information systems, or HR support for military personnel. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and personnel (NGB-J1).
