CACI is seeking an IT Project Manager to join our Engineering team on a contract supporting Department of Homeland Security. The Project Engineering Manager will oversee Information Technology (IT) projects and project human resources involved in engineering and short fuse project services such as hardware / software and tools installations and tool upgrades that affect the infrastructure in the enterprise environment, varying in scope and complexity, supporting a 24/7/365 environment at DHS sites. Successful candidates will direct a matrixed technical team including subject matter experts (SMEs), technical personnel, and other appropriate expertise as needed to develop, design, document, implement and manage small and large scale projects to perform outside the scope of O&M activities. Project Managers will ensure compliance with the DHS SELC process through all phases of the life cycle (planning, requirements definition, design, development, integration, test, disposition, implementation, operations & maintenance) as well as deliver the appropriate SELC artifacts as defined by the level of the project.

Responsibilities:

Serve as an IT Project Manager responsible for successful project planning, implementation, and closeout. Responsibilities include:
  • All areas of Project Management from initiation through closeout, ensuring the successful execution of the project in support of government customer's mission, goals and objectives.
  • Responsible for the management, scheduling, and coordination of projects activities, and staff assignments.
  • Provides leadership to a cross-functional team, managing team resource assignments, projected task completion dates, prioritizing activities based on customer requirements and SLAs.
  • Document and track the project lifecycle in ServiceNow PPM.
  • Produce and provide rough orders of magnitude and estimates for projects requiring surge resources.
  • Oversees individual IT projects from identification of requirements, analysis and design, development, end-user testing, deployment, and production support.
  • Document and manage all issues and risks, developing and maintaining a risk register and mitigation plan.
  • Facilitate all necessary project meetings, to include requirements gathering, project kick-off, technical exchange meetings, design review, project status meeting, project closeout meetings and all ad-hoc and post-mortem meetings necessary.
  • Work across the program to manage the transition of projects from engineering to O&M.
  • Provide appropriate reporting and drive towards on time delivery by working directly with stakeholders.
  • Provide recommendations for process development and improvement.
  • Contribute to documentation in the Knowledge Base, Standard Operating Procedures (SOP), work instructions, and job aids.

  • Track and manage initiatives, deliverables, customer relations, and project management reviews.
  • Develop and produce documentation, reports, and presentation slide decks.
  • Prepare and present briefing materials to staff, executives, and federal customers. Interactions involve client meetings and interfacing with senior management.


Required Qualifications:
  • Ability to obtain TS/SCI DoD Security Clearance (active TS preferred)
  • Ability to obtain Department of Homeland Security (DHS) Entry On Duty (EOD) - Active EOD preferred
  • B.A./B.S. or equivalent and 7+ years of relevant experience
  • Project Management Professional (PMP) certification preferred
  • Previous experience in a supervisory role managing or leading an IT project team
  • Strong communication skills (verbal and written)
  • Strong Microsoft Office experience, predominantly Excel, Visio and PowerPoint
  • Experience with Microsoft Project, JIRA, and Confluence


Desired Qualifications:
  • Previous DHS or DoD experience
  • Any of the following certifications is highly desired:
    • COMPTIA A+, or Network+, or Security+
    • ITIL Foundation
    • Other IT technical certifications
  • ServiceNow Project Portfolio Management

The proposed salary range for this position is:
$94,400 - $198,200
