The Technical Writer and Business Analyst is a pivotal role responsible for ensuring the quality and accuracy of documentation, managing documentation projects, and gathering and modeling business requirements. This position involves conducting stakeholder interviews, workshops, and surveys to translate business needs into clear, actionable requirements. The specialist will critically evaluate and model these requirements to ensure they are complete, consistent, and feasible, resolving any conflicts or ambiguities.
Key responsibilities include building and maintaining positive relationships with stakeholders, developing resource-loaded Integrated Master Schedules (IMS) for programs/systems, and creating a requirements traceability matrix aligned with the schedule and cost model. The role also entails implementing a resource-level Earned Value Management (EVM) system and consolidating weekly and monthly status reports to ensure alignment with the IMS and project schedule.
Additionally, the specialist will analyze existing business processes to identify areas for improvement and develop recommendations to enhance efficiency, effectiveness, and productivity. This role requires strong analytical, organizational, and interpersonal skills to drive project success and stakeholder satisfaction.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. - Manage documentation projects: Plan, organize, and track documentation projects to meet deadlines and quality standards.
- Conduct thorough stakeholder interviews, workshops, and surveys to gather business needs and translate them into clear, actionable requirements.
- Critically evaluate and model gathered requirements, ensuring they are complete, consistent, and feasible. Identify and resolve any conflicts or ambiguities.
- Build and maintain positive relationships with stakeholders, effectively managing their expectations and addressing their concerns.
- Develop resource loaded IMS for each program/system and an overall program schedule.

- Implement a resource-level EVM to track project performance.
- Consolidate weekly status reports from uniformed personnel, GS civilians, and contractors, ensuring they align with the IMS tasking.
- Analyze contractor time distribution across the schedule to avoid resource idleness.
- Ensure weekly and monthly status reports are synchronized with the project schedule and presented to stakeholders.
- Analyze existing business processes to identify areas for improvement and optimization.
- Develop and recommend process improvements to enhance efficiency, effectiveness, and productivity.
Qualifications:
Required:
- An active Secret clearance.
- 5+ years of relevant experience.
- BA/BS or equivalent years of experience.
- Onsite 5 days a week
- Proven experience in documentation management, requirements gathering, and process improvement.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple projects and meet deadlines.
- Proficiency in project management tools and software (e.g., MS Project, Jira, Confluence).
- Experience with Earned Value Management (EVM) and Integrated Master Schedules (IMS).
- Strong interpersonal skills and the ability to build effective relationships with stakeholders.
Desired:
- Certification in Project Management (PMP) or Business Analysis (CBAP).
- Experience in a defense or government contracting environment.
