Employment Position: EHSS Safeguards and Security (S&S) Program Manager
Location: Department of Energy (DOE) Germantown, MD
This position serves as full-time Program Manager, managing a contract which provides direct support to the Department of Energy's (DOE) Office of Environment, Health, Safety and Security Office (EHSS), responsible for policy development and technical assistance; safety analysis; and corporate safety and security programs. EHSS advises DOE Senior Leadership on all matters related to environment, health, safety and security across the complex. The contract support provides staff augmentation located at the Forrestal Building in Washington, DC, and the DOE Complex in Germantown, MD. Positions include full-time, part-time and off-site consultants, and sub-contractors. The Program Manager position is full-time on site in Germantown, MD, with routine visits to the DC location.

Responsibilities:
- Orchestrate all aspects of contract execution to include subcontractor
- Provide direction, management and leadership for the day-to-day
- Interface with Contracting Officer Representative (COR) regarding contract
- Develop and orchestrate the execution of plans for tasks assigned through the
- Serve as a focal point for daily operations with government technical leads regarding guidance, work priorities and concerns.

- Assemble and prepare the Monthly Management Report covering contract work

- Coordinate employee back-fills and new position recruitment, security clearance paper work, travel authorizations, and expense reports.

Required Qualifications:
- Knowledge of techniques to protect classified documents and information against diversion, theft, sabotage, and espionage.
- Must possess at least a Bachelor's degree from an accredited university or college, in such fields as one of the engineering disciplines, public or business administration, or safety management. A Master's degree is desirable.
- 15 years of commercial or government experience, including at least 10 years of safeguards and security experience, and at least 5 years of experience in managing a project of similar size, scope and complexity and directing a mid-to-large sized organization with a diverse mix of technical, management, and administrative functions; analytical skills and/or understanding of analysis, trending, lessons learned and authorization basis; and dealing directly with senior Government officials.
- Demonstrated experience and knowledge of project management techniques including management principles ranging from conceptualizing, planning, design, project development, and understanding of cost, scheduling and control measures.
- Experience managing subcontractors and
- Applicant must have detailed knowledge of Department of Energy missions, sites, facilities, and organizational roles and responsibilities.
- Demonstrated ability to ensure reports and deliverables meet expectations and successfully interface with senior Department of Energy and contractor managers.
- Demonstrated history of excellent oral and written communications skills, conflict resolution commitment to Equal Employment Opportunity (EEO) and Affirmative Action principles, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment.
- Extensive experience with the Microsoft Office Suite including advanced word processing using Microsoft Word, as well as, Excel, Power Point and Outlook.
- Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
- DOE site access will require the qualified candidate be a S. citizen and possess an active Q or TS security clearance. The candidate's written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
- Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
- Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.
