The Training Coordinator will play a critical role in supporting the Department of Energy's (DOE) Nuclear Emergency Support Team (NEST) mission by designing, developing, and delivering high-impact training programs. This position ensures that NEST response personnel are prepared to assist in any headquarters response to domestic and international radiological and nuclear incidents and accidents. The Training Coordinator will apply adult learning principles to create engaging, mission-relevant training to enhance operational readiness, technical proficiency, and interagency coordination. In addition, this position serves as an on-call responder for Nuclear Emergency Support Team (NEST) to support response operations when directed.

The Training Coordinator will apply adult learning principles to create engaging, mission-relevant training to enhance operational readiness, technical proficiency, and interagency coordination. In addition, this position serves as an on-call responder for Nuclear Emergency Support Team (NEST) to support response operations when directed.
Responsibilities:
- Training Program Development & Delivery
- Design and implement training programs aligned with NEST's operational objectives, including emergency response, nuclear forensics, consequence management, and weapons of mass destruction (WMD) countermeasures.
- Apply adult learning theories and instructional design methodologies to ensure training is relevant, engaging, and effective for experienced professionals.
- Develop blended learning solutions (e.g., in-person, virtual, and self-paced modules) to accommodate diverse learning needs and operational constraints.
- Mission Readiness & Technical Proficiency
- Coordinate with subject matter experts (SMEs) across DOE/National Nuclear Security Administration (NNSA) to ensure training content reflects current technical standards, operational procedures, and mission requirements.
- Conduct needs assessments and gap analyses to identify training priorities and ensure personnel are mission-ready.
- Support exercises and simulations that reinforce unity of command, control, communication, and coordination (C4) during emergency response operations.
- Program Evaluation & Continuous Improvement
- Evaluate training effectiveness through feedback, assessments, and performance metrics.
- Continuously refine training content and delivery methods based on learner feedback, mission evolution, and emerging threats.
- Maintain training records and ensure compliance with DOE/NNSA training standards and policies.
- Collaboration & Stakeholder Engagement
- Serve as a liaison between NEST leadership, technical teams, and external partners to align training initiatives with broader emergency response strategies.
- Facilitate interagency and international training coordination to support unified response capabilities.
- Once trained and when required, serve on-call in a NEST response capacity typically for one week every two months with the ability to report to the Forrestal building within two hours of notification. Must be willing to support emergency response operations and incident management with an on-call requirement to include after hours, extended shifts, and weekends.
Required Qualifications:
- DOE site access requires the qualified candidate be a U.S. citizen with an ACTIVE DOE Q or Department of Defense (DoD) Top-Secret security clearance and the ability to obtain DOE IN Sensitive Compartmented Information (SCI) access. The candidate's written consent to conduct a pre-employment background check and test for the absence of any illegal substances is required as a condition of employment and to maintain a security clearance.
- Positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
- Bachelor's degree in Education, Emergency Management, Nuclear Science, or a related field (Master's preferred).
- 3+ years of experience in training coordination, instructional design, or adult education-preferably in a technical or emergency response environment.
- Familiarity with DOE/NNSA missions, especially radiological/nuclear emergency response and WMD countermeasures, is highly desirable.
- Strong understanding of adult learning principles, instructional design models (e.g., ADDIE), and training evaluation methods.
- Excellent communication, project management, and organizational skills.
- Work after-hours, extended shifts and on weekends when required during emergency responses and exercises.
- Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.
