JOB DESCRIPTION
ASRC Federal is looking for an experienced Business Analyst - Functional to support their work with the U.S. Army Contracting Command (ACC) Chief Information Officer (CIO) at Redstone Arsenal, AL. The Business Analyst will support the Information Technology Asset Management (ITAM) program and Army Portfolio Management System (APMS) responsibilities for ACC Headquarters. This includes full lifecycle hardware and software tracking, financial data analysis, standards documentation, and investment reporting required by Army and DoD policy.
The ITAM effort supports business lifecycle management of over 30,000 hardware assets, including desktops, laptops, printers, VTCs, monitors, mobile devices, and peripheral equipment, as well as above-baseline software licenses. The analyst will support request intake, procurement forecasting, redeployment and disposal, and monthly and quarterly reporting. This role also supports maintaining IT hardware baseline configurations and integrating financial information to enable ACC to make informed business decisions based on measurable objectives.
The Business Analyst will also provide oversight of all registered applications, programs, and services tracked within APMS for the Acquisition Business Mission Area. Responsibilities include maintaining accurate records, identifying discrepancies, performing redundancy analysis, and ensuring the system reflects current IT investments as required by Army Materiel Command and other stakeholders.

KEY RESPONSIBILITIES
- Prepare and submit monthly reports on accomplishments, activities, issues, and program performance.
- Submit monthly reports detailing asset receipts and turn-ins, organized by type, number, and location.
- Conduct monthly database comparisons between ITAM and GCSS-A to identify discrepancies.
- Conduct monthly reconciliation of mobile communications assets between GCSS-A and wireless provider databases.
- Provide quarterly reports identifying assets due for replacement and associated cost estimates.
- Update quarterly ACC IT hardware baseline configuration standards.
- Manage and maintain accurate IT investment records in APMS.
- Identify and resolve data discrepancies and perform redundancy analysis.
- Ensure timely updates to APMS reflecting current Army and DoD requirements.
REQUIRED QUALIFICATIONS
- 3+ years of experience in IT asset management or portfolio management.
- Proficiency with ITAM, GCSS-A, and APMS systems.
- Strong skills in Microsoft Excel and data reconciliation.
- Experience in lifecycle analysis and executive-level reporting.
- Excellent written and verbal communication skills.
PREFERRED QUALIFICATIONS
- Prior Army or DoD IT governance experience.
- Familiarity with ITIL or Lean Six Sigma.
- Experience in enterprise data audits and quality control.
- Understanding of Army Materiel Command and federal investment reporting.

- Bachelor's degree in Information Systems, Business Administration, or a related field.
