Requirements:
A minimum of a current Top Secret (TS) clearance with SCI eligibility; a Counterintelligence (Cl) scope polygraph; eligible for crossover prior to supporting this contract; and meets Intelligence Community Directive (ICD) 704, Personnel Security.
Master's degree in HR, Business Administration, or a related field.
A Society for Human Resource Management Senior Certified Professional (SHRM-SCP), Senior Professional in Human Resources (SPHR), or equivalent certification.
A minimum of ten years of experience in talent acquisition and workforce management supporting IC agencies of similar scope and complexity to the requirements.
A minimum of ten years of experience in developing and implementing workforce analytics and performance metrics to assess hiring effectiveness, retention trends, and workforce planning outcomes.
Physical Requirements:
Work is typically performed in an office setting.
Prolonged periods of sitting at a desk and working on a computer.
While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
Must have the ability to lift 15-25 pounds.
Responsibilities:
Provide leadership and oversight to ensure the effective execution of workforce planning, recruitment, and retention.
The Talent Acquisition and Retention Manager shall be responsible for maintaining a qualified, cleared, and mission-ready workforce while ensuring compliance with security and personnel requirements.
Implement hiring and retention strategies, oversee contractor personnel, and ensure efficient resource utilization.
As a primary liaison with Government stakeholders, they address workforce concerns, mitigate risks, and align staffing solutions with evolving mission needs.
There may be other duties or special projects that fall outside the realm of this description that is needed to support the organization.
