Job Description
The Red Gate Group is seeking a highly skilled Technical Lifecycle Acquisition Support Specialist to provide expertise to the National Geospatial-Intelligence Agency (NGA) in Springfield, VA. This role requires a strong blend of acquisition support, technical program management, and subject matter expertise in GEOINT systems and intelligence community (IC) standards. The ideal candidate will be a trusted advisor who can assess, recommend, and guide acquisition strategies that drive mission success across NGA and the broader defense intelligence enterprise.
Responsibilities:
Assess current contracts, community initiatives, and industry trends to identify opportunities for implementing acquisition reform principles.
Support the development of new or follow-on contracts, including market research, cost estimates, and crafting statements of work/objectives.
Provide technical expertise for International Program Requests for Change (RFCs), ensuring coordination across stakeholders, integration of document changes, and contract alignment.
Perform technical reviews of RFCs, participate in concept development, and contribute to engineering review and configuration management boards.
Apply NGA and IC enterprise data and technical standards to programs, ensuring consistency with community architectural concepts and acquisition goals.
Advise program and project managers during major milestone reviews by assessing artifacts, delivering feedback, and providing actionable recommendations.
Provide subject matter expertise on GEOINT data formats, metadata, classification, and release requirements.
Advise leadership on Cross Domain Solutions in compliance with DCID 6/3, ICD 503, CNSSI 1253, and A&A processes; coordinate with NGA CISO, IC CIO, DoD, and IC information assurance organizations.
Support preparation and coordination of delivery orders, task orders, requirements documents, and performance statements.
Participate in architectural working groups within the US Defense and Intelligence community.
Recommend technology insertion opportunities to enhance performance, effectiveness, and efficiency across NGA acquisition programs.
Support test and evaluation criteria, review test plans, and provide feedback to government and contractors.
Apply Earned Value Management (EVM) techniques to evaluate program, project, and contractor cost performance.
Conduct investment trade-off analyses and develop objective portfolio performance measures.
Identify, assess, and monitor risks/issues; provide comprehensive recommendations to government leadership.
Offer expertise in technology trends and maturation efforts related to GEOINT systems and evaluate applicability for NSG/ASG implementation.
Provide briefings to senior leaders and stakeholders to inform decision-making.
Qualifications
Active TS/SCI clearance with CI Poly (or ability to obtain).
Bachelor’s degree or higher in Systems Engineering, Electrical/Electronic Engineering, Computer Engineering, Computer Science, or a related technical discipline.
Proven leadership experience as a functional manager, team lead, or supervisor.
Strong understanding of image science (sensor characteristics/limitations, phenomenology, exploitation capabilities) and GEOINT data standards.
Experience supporting programs that field systems to international partners.
Desired Qualifications:
Knowledge of DCID 6/3, ICD 503, and CNSSI 1253 requirements with application to secure information systems.
Recognized subject matter expert sought out for problem-solving and strategic advice.
Active ISSA clearance.
Flexible and adaptable to evolving requirements.
Excellent communication, organizational, and technical writing skills; customer-focused and detail-oriented.
Experience supporting NSG or IMINT programs as a development or integration contractor.
Experience advising U.S. Defense or Intelligence agencies in total lifecycle acquisition management.
