Waypoint's client is seeking a Release Train Management (RTM) Support Analyst to provide process improvement, governance, and record management support. This role ensures compliance with Government policies for JIRA and Confluence, supports software development workflows, and provides visibility into release train activities at the enterprise level. The ideal candidate will be highly skilled in JIRA/Confluence, familiar with SAFe Agile practices, and experienced in supporting NGA programs.

Responsibilities:

• Apply process improvement and governance methodologies to capture activity, scheduling, and RTM assessment.
• Develop functional area process and data models to optimize the use of JIRA and Confluence from an RTM perspective.
• Coordinate RTM tools and processes with Agile workflows and contractor business processes.
• Ensure compliance with Government record creation and management policies for all JIRA/Confluence entries, including:
  • Scope, descriptions, acceptance criteria, record titles, start/finish dates, record types (e.g., Solution Epic LBC, Solution Epic MVPf, Program Epic MVPf, Feature), and capability descriptions.
• Track suspenses for corrective actions and notify Government of any delinquent actions.
• Support IPA software developers' compliance with record management policies.
• Enforce government policies/procedures across release trains to ensure accurate work-related record keeping.
• Support government workflows for software development efforts, maintain enterprise-level JIRA/Confluence records, and synchronize with other agency programs.
• Execute transfers of JIRA data from low-side to high-side environments, ensuring data and linkage preservation.
• Provide training to development vendors on proper JIRA/Confluence use, record management, and taxonomy linkages.
• Monitor task progress, completion dates, and status entries to ensure timely updates.
• Support integration of JIRA, Confluence, and other Government-provided software to visualize RTM status at multiple levels.

Requirements:

• Bachelor's degree and 8+ years supporting NGA or Master's degree and 4+ years of experience.
• Active TS/SCI clearance with the willingness to take a CI polygraph exam
• 5+ years of JIRA experience.
• Proficiency with Tableau for reporting and data visualization.
• SAFe Agile Certification or 8+ years supporting SAFe Agile projects in a Release Train or Agile Management role.
• Experience monitoring and reporting on modifications to complex application programs from specifications and discrepancy reports.
• Knowledge of Government record creation and management policies for JIRA/Confluence.
• Ability to document scope, acceptance criteria, record details, and capability descriptions per agency requirements.
• Strong organizational, communication, and analytical skills.
