Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking a Special Security Officer (SSO) to work with one of our clients.
Title: Special Security Officer (SSO).
Location: Honolulu, HI.
Period of Performance: One year and two option years.
Investigation: Top Secret / SCI.
Salary: Depends on Experience.
Transportation: No parking will be available at the work location.
Background
A Special Security Officer (SSO) is needed to stand up of and manage a SCIF in Honolulu, HI. The site of performance is 5,716 sq/ft suite that includes a command center/watch floor, conference room, kitchen, lavatories, server room, EKMS vault, storage, and intelligence workspaces. The SSO is responsible for the maintenance and physical accreditation of the 1100 sq/ft intelligence workspaces (SCIF) to attain a final facility accreditation to ICD/ICS 705 Technical Specifications. Accreditation is comprised of Physical, TEMPEST, and AIS standards.
Requirements
• Active Top Secret Security Clearance with SCI eligibility.
• Substantial security experience related to SCIF construction and maintenance, Intelligence and Counter-Intelligence Operations, Technical Surveillance Countermeasures, Physical Security, or a combination of these experiences.
• Direct experience working as a Physical Security Special Security Officer (SSO).
• Knowledge of a range of security concepts, principles, requirements, technology, program relationships, and proficiency in Information and Personnel security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs; apply policy direction to contractors, government, and military officials.
• Good understanding of the ICD/ICS 705 as demonstrated by experience working on at least 3 separate ICD 705 projects.
• Preferably have the Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
• Preferably have a bachelor’s degree in the security of intelligence field.
• Must have a Certified Professional certificate from ASIS International or equivalent.
Description
• Manage the SCI Security program and oversee SCI security functions to include validating access requirements and serving as the official channel for certifying and receiving SCI visitor clearances and accesses.
• Establish D14-specific, and maintain applicable, SCI directives, regulations, manuals, and guidelines to adequately discharge their duties and responsibilities.
• Develop and perform SCI indoctrinations and continuing education briefings for qualified individuals or activities served, their reserve units, and associated contractors. Provide debriefs when members no longer have need to know.
• Administer the Industrial Security Program for D14. Review solicitation and contract documents to ensure they include the appropriate security clauses and language.
• Account for control, transmission, transport, package, safeguard, and destroying SCI materials.
• Operate and produce badges to be issued to all personnel requiring site access.
• Resolve Intrusion Detection System (IDS) alarms, conduct alarm and response time tests, coordinating with vendors, as necessary.
• Track and update GSA containers and SCIF doors for serviceability. Manage / change combos and paperwork.
• Maintain the SSO records within the Integrated Security Management System (ISMS) to accurately reflect the SCI status of all personnel under their cognizance.
• Provide guidance and assistance for all SCI-related questions.
• Establish written SOPs and EAPs as required for their operational environments and maintain appropriate accreditation documentation for the SCIF, communications system, and information security under their cognizance.
• Comply with security assistance visits, security compliance reviews, and security inspections.
