In addition to meeting the basic requirement, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03):1) Reviewing contractual agreements for compliance with regulatory guidance; and 2) Negotiating contractual terms or conditions to ensure timely execution of acquisition awards; and 3) Implementing contractual regulatory guidance for the procurement of goods or services; and 4) Performing pre-award and post-award procurement functions for acquisition programs.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Term Appointment NTE 3 Years can be made permanent - Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. - Serves as a Team Leader for a team of contracting personnel and participates in performing the work of the team by personally performing and/or assisting with the more complex and critical assignments.
- Performs long-range and day-to-day planning.
- Explains and defends contractual actions to all levels of higher authority as requested or required.
- Performs as the focal point for all contractual actions and phases of the program including initial planning, requirements definition, cost and price analysis, negotiation, and administration.
- Acquisition planning actions assigned include but are not limited to research and development, production, aircraft systems, subsystems, components, spare parts and repair parts, supplies, and commercial services.
- Develops a pre-negotiation position, determines the type of contracts and negotiation authority to be used, and prepares justifications as necessary.
