Safety and Occupational Health Specialist

Duties

• Interpret, evaluate, and update safety and occupational health laws, standards, policies, and regulations.
• Evaluate the efficiency of Safety and Occupational Health programs, projects, and functions.
• Manage the development and implementation of Safety and Occupational Health program.
• Develop policies, procedures, and regulations on established practices for internal and external use.
• Ensure security through the implementation of security program procedures.
• Develop training for Safety and Security programs.
• Conduct surveys and inspections of subordinate detachments.
• Oversee the accident investigation program for the command and other units, as needed.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• The incumbent of this position may be required to deploy to foreign and domestic ports with short notice as frequently as four times or more per year lasting between 7 to 21 days or longer.
• Must be able to work outside during all types of weather; board bulk ships, barges and other types of vessels. Be able to access all decks, climb ladders through narrow ship passages; stand, walk for prolonged periods.

Specialized Experience: One year of specialized experience which includes 1) Conducting field surveys and evaluations to guarantee compliance of policies and procedures; 2) Applying a wide range of principles, practices, laws, and regulations to manage a safety and occupational health program; AND 3) Implementing security and crime prevention programs and safeguarding materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
