The United States Space Force (USSF) at Kirtland AFB, NM is searching for an Chief Facility Operations Specialist, SSC (NH-1640-03, GS-12/13 Equivalent).
Description:
The Rapid Reaction Delta, Space Operations Command (SpOC), Kirtland Air Force Base, NM is seeking qualified candidates for a Supervisory Chief of Facilities for job series 1640 at the NH-03 level to ensure facilities management processes comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate Operations Management Branch objectives with SPoC's objectives. Balances workload and provides overall direction and vision on a wide range of facilities, safety and logistical issues. Serves as a first level supervisor over three facilities specialists. The Incumbent establishes and cultivates customer alliances between the Delta, base agencies, USACE, and FLDCOM/MAJCOM/USSF/USAF functional offices.
The incumbent plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results.
Ideal Candidate:
As a supervisor/leader, experienced with planning, organizing, and directing the activities of subordinate staff. Completing performance plans, objectives, and feedback in a timely manner and providing constructive feedback to ensure all are on track personally and professionally. Extensive experience in the areas of facilities and complex management, facilities/civil engineering project management, overseeing facility self-help projects, and planning renovation improvement projects. Additionally, experience with developing, integrating, and implementing projects with base civil engineering and the U.S. Army Corp of Engineers (USACE) to award projects and contracts for facility improvement projects. Furthermore, experience with completing/coordinating/tracking required funding documents up through obligation to include drafting thorough unfunded requests (UFR) and navigating them through the organization's solicitation/approval process and successfully and efficiently obligating and expending Fiscal Year funds prior to year-end closeout. Finally, possess in-depth experience with the FYDP MILCON Program Development process.
Key Responsibilities:
1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities and equipment.
2. Knowledge of basic federal budgeting principles, concepts, and practices.
3. Knowledge of safety and security practices for government facilities and research laboratory facilities.
4. Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support.
5. Skill in reading and interpreting paper-or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
6. Ability to communicate effectively both orally and in writing.

- Must be a U.S. Citizen.
- Employees must be able to obtain and maintain a Secret security clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.

- May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
- May be required to travel by military or commercial aircraft within CONUS or to downrange sites in the performance of Temporary Duty Assignments (TDY).

- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
- Employee is expected to meet Continuing Acquisition Education requirements.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- The work may required the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate Valid driver's license.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
- This position is designated a NON-CRITICAL APDP position.
