Responsibilities
We are seeking a seasoned Facilities Management leader with over extensive experience managing complex, mission-critical facilities such as data centers or secure government compounds. In this dynamic role, you will work closely with the Division Leader to provide hands-on support across multiple programs, engaging directly at the individual project level and stepping into short-term leadership roles as needed. You will bring expertise in budgeting, finance, personnel management, and the development of robust operations and maintenance programs to support critical infrastructure. This position requires regular travel to project sites and offers the potential to grow into a full-time site leadership role based on business development opportunities.
This individual must have experience managing $10M - $50M+ operations, maintenance, and engineering projects from a systems-thinking perspective. They must be skilled at synthesizing expertise across diverse subject areas, including:

Customer Engagement
- Serve as the primary point of contact for customer interaction on the Project, including Daily, Weekly, Monthly and Quarterly status reports or business reviews.
- Coordinate with M.C. Dean's Contract Manager and Group Lead to make determinations regarding scope-applicability of Customer Work Requests.
Procurement
- Issue Purchase Requests through M.C. Dean's certified procurement system to ensure timely purchase of materials for site needs.
- Review Purchase Requests submitted by Project Team members that will require your approval.
- Issue Subcontract Requests through M.C. Dean's certified procurement system to ensure a timely award of vendor subcontracts to meet site needs.
- Review Subcontract Requests submitted by Project Team members that will require your approval.
Managing Project Personnel
- Manage the performance of team members assigned to your Project, contributing to their development as individual employees.
- Manage the performance of the Project Team, including tracking the performance of Subcontractor employees on site.
- Initiate Job Requirements for new job posting for positions on your Team.
- Conduct interviews for internal advancement, or external hiring for open positions on your team.
Project Oversight & Governance
- Supervise and provide daily oversight and tasking for a team of technicians and professionals maintaining a mission critical facility.
- Ensure compliance with industry standards, government regulations, and company policies across the project.
- Drive the successful execution of the project's scope, ensuring delivery of a high-quality Service and contract mandated Deliverables, managing the time and budget impacts.
- Manage the performance of the team on Above Standard Work (IDIQ) from inception, through estimating, award, execution, deliverables, closeout and billing.
- Attend project reviews to assess performance, risk management, and resource allocation.
Risk Management & Compliance
- Identify, assess, and mitigate risks associated with project execution.
- Ensure compliance with regulatory requirements and safety protocols across operations.
- Serve as the initial response point for high-risk issues, coordinating with Group Management and external stakeholders to develop mitigation strategies.
Financial & Performance Management
- Oversee project budgeting and financial forecasting, ensuring cost-effective operations.
- Establish cost controls, tracking financial performance, job cost reports, and forecasting accuracy.
- Implement financial oversight mechanisms to ensure project remains within scope and budget constraints.
Operational Excellence & Continuous Improvement
- Standardize project controls, estimating, procurement, and financial forecasting processes across the project, following guidance from the Program Lead.
- Directly manage the implementation of best practices in engineering and critical infrastructure management.
- Lead initiatives for process improvement, ensuring greater efficiency, innovation, and productivity.
- Promote the adoption of new technologies and methodologies to enhance client outcomes and project management capabilities.
Strategic Business Development & Key Account Growth
- Maintain relationships across key account decision-making units (DMU), driving year-over-year (YoY) customer revenue growth, Very Good and Exceptional customer CPAR ratings, and recompete contract award.
- Identify and pursue opportunities with the existing customer where M.C. Dean can provide new valued solutions and services to drive YoY revenue growth.
- Proactively collaborate with other M.C. Dean Strategic Business Units (SBU) where it is possible to best serve customer needs.
Qualifications
- Technical Experience, with at least 12+ years of experience in a facilities management role and a high school diploma.
- Bachelor's degree in engineering or a related field, with at least 7+ years of experience in program or project leadership.
- Master's degree in engineering or a related field, with at least 5+ years of experience in program or project leadership.

Experience & Skills:
- Proven experience managing large-scale projects with budgets exceeding $10M - $50M+, with a demonstrated ability to develop new business in a complex and fast-paced environment.
- Extensive experience in engineering, critical infrastructure, electrical or power distribution systems, and facilities operations.
- Strong expertise in risk management, project controls, budgeting, and financial forecasting.
- Skilled in high-level stakeholder engagement and project governance, ensuring successful alignment between business strategy and project execution.
- Proficient in Microsoft Project and other project management tools.
Desired / Advantageous Qualifications:
- Professional certifications such as PMP (Project Management Professional), PgMP (Program Management Professional), or equivalent are preferred .
