Duties
As a FACILITY OPERATIONS SPECIALIST, GS-1640-9, you will perform the following duties:
(1) Reviews construction and maintenance requests to determine priority. Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies appropriate funding sources and/or project resources. Processes programming documents to include project books and initial cost estimates for the construction, maintenance, or repair of facilities.
(2) Provides guidance on the development of facility operations and maintenance methods, standards and techniques. Recommends and implements preventive maintenance procedures to maximize the life expectancy of operational facilities. Prepares initial plans and specifications for alterations and/or repairs. Reviews historical data, writes reports to explain technical difficulties in maintaining facilities, and recommends solutions. Provides guidance to facility managers/building custodians in determining safe, effective, and economical use and operation of ARNG facilities.
(3) Coordinates preparation of architectural and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Assists managers in review of architect and engineer design and space criteria for economical utilization of facilities and equipment.
(4) Coordinates with federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Performs routine inspections of existing facilities to ensure ongoing maintenance is accomplished within applicable guidelines. Assists in final inspections of new facilities and projects to ensure compliance with Occupational Safety and Health Administration (OSHA) and contract specifications. Organizes, implements, reviews and ensures compliance with the Department of Defense (DoD) Unified Facilities Criteria for Security Engineering. Performs reviews of plans and specifications for compliance. Conducts inspections/visits to assist facilities managers with security engineering compliance.
(5) Participates in the development of long range programs which provide facilities for the performance of administrative, logistic, maintenance and training functions of the ARNG. Analyzes and determines facility scope and priorities. Determines the most economical arrangement for identified facility utilization.
(6) Ensures maintenance of necessary records relating to authorization, progress, production, cost and materials used incident to minor construction projects accomplished by troop labor, and major maintenance and repair projects accomplished by any combination of resources. Reviews training site and service agreement payments for compliance with National Guard Bureau (NGB) guidance.
(7) Performs other duties as assigned.

Ohio Army National Guard Membership is required.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the Ohio Army National Guard must be eligible for immediate membership. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications
GENERAL EXPERIENCE : Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE : 1-year equivalent to at least next lower grade level (GS-7) experience, education, or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to design projects that have applicable precedents or plan approaches to perform assignments using well-established occupational methods, techniques, processes, and precedents.

Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

***If serving under an incentive contract, termination of that incentive(s) will occur effective one day prior to your AGR, Permanent Military Technician, or Indefinite Military Technician start date.
