Overview

WiSC Enterprises is seeking a senior-level Acquisition Strategist and Program Manager to provide expert guidance across the full spectrum of acquisition lifecycle support. This role includes oversight of high-value technical programs, leadership in acquisition governance, portfolio planning, and policy interpretation, as well as engagement with cross-functional stakeholders to ensure effective acquisition execution and compliance.

Responsibilities

  • Lead lifecycle acquisition support activities, including acquisition planning, documentation development, milestone review preparation, and governance coordination.
  • Provide expert recommendations on acquisition strategy, documentation, and compliance in support of executive-level decision-makers.
  • Review and assess program documentation for major systems acquisitions, including statements of work (SOWs), acquisition strategies, cost estimates, and risk management plans.
  • Represent acquisition leadership at strategic review boards, working groups, and governance activities; track post-board actions and provide advisory support.
  • Support the development of Program Objective Memorandums (POMs), spend plans, and budget execution strategies for enterprise-level programs.
  • Advise and assist on emerging acquisition methodologies such as Other Transaction Agreements (OTAs) and rapid acquisition processes.
  • Coordinate with stakeholders across program offices, contracting, and executive leadership to align acquisition execution with mission objectives.
  • Mentor and coach junior acquisition personnel and support teams on best practices in program management, source selection, and federal contracting.


Required Qualifications

  • Master's degree in National Security, Business Administration, or related discipline.
  • 15 years of specialized and 20 years of cumulative experience in acquisition, program management, and contract administration, which includes a minimum of ten (10) years of Government Acquisition experience that includes at least five (5) years of technical management on complex projects.
  • DAWIA Level III certified in Program Management, Contracting, and Pricing.
  • Demonstrated leadership in overseeing high-value government programs across multiple domains and contract types.
  • Experience with full lifecycle acquisition activities including source selection, milestone reviews, risk management, and interagency coordination.
  • TS/SCI with POLY is required to start


Desired Qualifications

  • Certified Professional Contract Manager (CPCM).
  • Familiarity with IT infrastructure acquisitions, contingency contracting, and joint military-civilian acquisition initiatives.
  • Experience supporting acquisition governance teams, rapid acquisition offices, or emerging tech policy integration.
  • Understanding of federal budget planning processes, including POM and financial documentation review.
