The Opportunity:

As a CACI Unmanned Systems Knowledge Manager (KM), you will be a member of a team of analysts and operational specialists providing specialized threat analysis, security assessment support, industrial knowledge management and lessons learned custodian management to evaluate large, complex projects within Special Operations Command Europe (SOCEUR) Special Operations Task Force (SOTF) for Unmanned Systems (UXS). You will develop and execute a knowledge management strategy for development, production, spending, testing, capabilities and employment of unmanned systems within the SOCEUR AOR. The UXS KM strategy will support the SOCEUR mission to monitor and conduct detailed operational analysis on data reports and ensure successful transfer into a usable, quantitative format for analysis. Knowledge management activities will incorporate data, establish and maintain relationships with key players in the unmanned systems defense industrial base and maintain continuity of an unmanned systems knowledge base. As required, you will plan, assist and participate in meetings with key players in the unmanned systems space. You will gather and maintain historical data from defense industrial base manufacturers, software developers and users to produce products that demonstrate spending, production, testing and employment of various unmanned systems platforms. You will gather lessons learned for unmanned systems and will produce products and briefings that will inform leadership at all levels of best practices and evolving TTPs. As required, you will interact directly with the client, Improvised-Threat Communities of Interest (COI's), Unmanned Systems COI's, Operations, Law Enforcement, and Intelligence partners across the IC, and the deployed operations-intelligence consumer during the development of products to meet requests for information. Inform SOCEUR and other key players about the status of current and upcoming Cooperative Research & Development Agreements (CRADAs).

Responsibilities:
  • The primary role of the SOCEUR UXS KM is to develop and execute a comprehensive KM Strategy and coordinate the resources (tools and data) required to ensure the success of the day-to-day operations of the SOCEUR organization related to unmanned systems.
  • This includes management of the relationships with key players, interagency partners, industrial producers and end users.
  • The UXS KM must have the knowledge and the ability to develop and articulate the "how and why" of putting together an effective KM strategy that supports and informs execution of SOCEUR UXS operations.
  • The UXS KM reviews and audits the production and KM process techniques and methods for SOCEUR to ensure they are continuously improved.
  • KM assists in providing guidance and input into the Knowledge Management strategy in coordination with Government oversight.
  • Advocates Knowledge Management use and contributions within the group.
  • Evaluates performance metrics against defined critical success factors and institutes recommendations to correct shortcomings.
  • Interfaces with other processes and/or functions to ensure processes are put in place to capture data, information and knowledge and leverage benefits provided by effective Knowledge Management processes.
  • Prepares and coordinates approval for documentation for new or existing Knowledge Management processes.
  • Conducts Knowledge Management activities to ensure Intelligence Oversight compliance.
  • You will work closely with other members of the SOCEUR team to monitor and identify capabilities and vulnerabilities of the unmanned system lifecycle from development through procurement to operational employment.
  • You will assist with the development and maintenance of KM processes and procedures that support analytic processing, production, and dissemination of analytic products.
  • As required, you will brief assessments and may represent the client organization in fielding KM or technical questions to support and inform key assessments.
  • You may serve as a client liaison and coordinate with government personnel, technical experts, and sub-contractors.


Qualifications:

Required:
  • Bachelor's degree plus 3 years of recent specialized experience; or an associate's degree plus 7 years of recent specialized experience; or a major certification plus 7 years of recent specialized experience; or 11 years of recent specialized experience.
  • Current Top Secret/Specialized Compartmented Information Security Clearance.
  • Expert/high competence in the use of Microsoft Office tools.
  • Experience with Intelligence Oversight requirements
  • More than three years of Knowledge management/data management experience.


Desired:
  • More than three years of operations-intelligence and or security assessment support and analysis experience within the DoD or IC.
  • Service as an Army 18 series, SEAL, AFSOC operator, MARSOC and experience at higher echelons of command to demonstrated by experience briefing senior leaders.
  • More than five years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of military intelligence and operations.
  • Direct experience providing operations or intelligence support.

  • Moving expenses to relocate household from CONUS to Ramstein , Germany

  • LQA - Living Quarters Allowance

The proposed salary range for this position is:
$90,300 - 189,600 USD
