- You will serve as the Supervisory HR Specialist for the Civilian Workforce Programs Department for the Performance Management and Accountability Division.
- You will supervise and manage the Department of the Navy's (DON) FECA and Injury Compensation program, Performance Management, Leave Administration, DFWP, and Awards for all commands and activities serviced by FLTHRO Norfolk.
- You will assign work based on priorities, match capabilities of the employee's difficulty of assignments, and determine priorities and schedules.
- You will develop performance standards ensuring reasonable equity of performance standards and rating techniques.
- You will evaluate performance and recommend awards for employees.
- You will interview candidates for positions in the organization and authorize personnel actions for selection, promotion, or reassignment.
- You will manage DON's FECA program, which includes performing the full range of FECA support.
- You will support the Return-to-Work Program, the Light Duty Program, the Ergonomic Program, Health Awareness, and Investigation Program.
- You will serve as the operational expert for the Workers Compensation Program.
- You will ensure that the performance management program applies employee performance management concepts, theories, laws, rules, regulations and procedures.
- You will ensure that the procedural requirements of incentive awards (Special Act, Time-Off, Performance-Based, Quality Step Increase etc.) are met.
- You will ensure that the Workforce Development Program operates efficiently and effectively in accordance with the Department of Defense (DoD) and DON instructions, directives, guidance, etc.

- Experience interpreting complex legislative, regulatory, and policy guidance to provide advice, guidance, and recommendations to management.
- Experience preparing written materials such as point papers, instructions, correspondence and reports as required.
- Experience managing the FECA, Performance Management, Awards, Telework and Leave Program effectively to foster cooperation on controversial issues.
- Experience assigning work, conducting performance evaluations, providing advice and instruction, interviewing candidates and recommending placement, hearing and resolving complaints, effecting minor disciplinary actions, and identifying training needs.
