AGS is looking for a Training Manager to work in El Paso, TX. The Training Manager (TM) will be dedicated to the management of all aspects of contractor-provided training programs and services. This position serves as the facility's subject matter expert on all training requirements, compliance, and accreditation programs. The TM shall be a certified instructor responsible for development, instruction, and testing of all contract employees assigned to the Camp Bliss Detention Facility (CBDF) to ensure that AGS is maintaining its compliance to organizational, contracting client, and/or other regulations, and guidelines. Certification of the Training Manager may be established by documentation of past experience in teaching positions or by successful completion of a course of training for qualifying personnel as instructors. While the CBDF operates under the ICE National Detention Standards (NDS), the Training Manager shall be knowledgeable of both the ICE Performance Based National Detention Standards (PBNDS) and American Correctional Association (ACA) standards and requirements. Responsibilities
- Maintain current instructor certification.
- Develop and maintain a current training program ensuring all contract required training and certifications are maintained.
- Ensuring employee training meets NDS standards. Ensures standards are communicated to the work force, and that these standards are met in every aspect of Contractor services.
- Establish and maintain current documentation regarding all training in both administrative and employee files.
- Develop and maintain a current Training Plan. Ensure the Training Plan is reviewed and updated as needed and no less than annually.
- Develop and test employee proficiency through written, practical, or oral reviews.
- Confirm employee proficiency testing results through such methods as on-the-job training and inspections.
- Develop and maintain a Firearms Training Program that is compliant with the contract and State laws and regulations.
- Ensure all required weapons testing proficiency is maintained by all AGS staff required to carry a weapons system.
- Develop and Maintain the Disturbance Control Team training program in compliance with ICE policy, regulations, and instructions.
- Ensure all DCT staff remains certified and physically fit to perform DCT assigned duties.
- Ensures continual self-assessment and corrective action where needed to maintain an effective training program.
- Maintain the offsite training facility, ensure storage remains organized and inventory of items stored is accurate.
- Maintain current records for all TX guard licenses.
- Maintain all training records for AIP and all other CBDF staff that is trained.
Qualifications
- The Training Manager shall hold an accredited bachelor's degree in an appropriate discipline, or have three to five years of related industry experience, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility.
- Minimum of three (3) years of related administrative experience managing a moderate to large training program. Management experience in a secure detention environment is required.
- Possess state or national level recognized institution certification of instructors is mandatory.
- Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.
- Above average verbal and written communication.
- Able to make presentations to employees at all levels of the facility. Must be able to write cohesive and comprehensive documentation.
- Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility.
- Knowledge and a working understanding of ICE NDS.
- Appropriate level security clearance issued by Department of Homeland Security Personnel Security Division.
- Must have a social security card issued and approved by the Social Security Administration and shall be a United States citizen.
- Must not be currently employed by any federal agency, including active-duty military, whereas their employment under this contract could present an actual or apparent conflict of interest.
- Must be a minimum of twenty-on (21) years of age.
- Must be a US citizen
- Must be capable of understanding and applying written and verbal orders, rules, and regulations in English. All personnel shall be literate and interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports in English.
- Must maintain current First Aid and CPR instructor certifications
- Firearms instructor certification is desired.
