The Naval Power Strategic Business Unit (SBU) has an exciting opportunity for a Manager, Contracts within the Shipboard Missiles Sub-Strategic Business Unit (SSBU) as the Evolved Sea Sparrow Missile (ESSM) Japanese Direct Commercial Sales (DCS) Production and Services portfolio Contracts Manager. Currently this position reports to the Production Contracts Lead for ESSM, working alongside a team of 3-5 other contract professionals, who support the entire ESSM portfolio.
This position will provide the necessary contracts support for our Japan Program Office (JPO) as they embark on the beginnings of their ESSM BLKII Licensed Production efforts. This role will be integrated into the JPO supporting all contractual actions and related proposal support. While this position will primarily serve the DCS contracting environment, the successful candidate may be asked to backfill USG/FMS contracting activities as required.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Responsibilities To Anticipate:
- Possess and use subject matter expertise in international contracting.
- Comprehensive understanding of IDIQ Contracting.
- Have an understanding related the Japanese customer while representing Raytheon independently on significant transactions while developing and maintaining trusting relationships with this complex and valued customer.
- Support the JPO Contracts team by reviewing and executing contractual documents.
- Interpret existing contract documents to answer JPO and Program Cross Functional Questions, and complete Contracts leadership taskings.
- Provide contractual and business guidance to other program management leadership.
- Review Request for Proposals to determine applicability again current or prior agreements; scope requirements; production impacts.
- Interpret company proposal data to support review of risks and opportunities; develop submittal packages; submit proposals to external customers; answer customer questions related to proposals in conjunction with program team input; respond to customer requestions related to proposals and negotiate price where applicable and appropriate.
- Investigate and resolve complex contractual matters by applying critical thinking, gathering detailed information, seeking innovative contracting techniques, and collaborating with relevant stakeholders.
- Understanding of UGS Acquisition process and regulations (FAR/DFARS), to provide other ESSM Program adhoc contracts support (as required/necessary).
- Willingness to partner with Raytheon Global Trade to ensure import/export compliance within the contractual framework.
- Some travel, both domestic and international, is anticipated.
Qualifications You Must Have
- Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years' experience
- Experience in commercial and / or international contracts
- Experience in U.S. Government contracting
- Experience in direct engagement with external customers such as customer negotiations
