Facility Security Officer (FSO)

Location: San Antonio, TX (Remote, but may require full-time on-site performance in the future)

US Citizenship Required: Yes

Clearance: TS / SCI

Travel: Limited to less than 10% of the time.

Overview:

Strategic Technologies Analytics Group (STAG) is seeking a Facility Security Officer to support corporate security requirements required by the Defense Counterintelligence and Security Agency (DCSA). This position is responsible for supporting compliance with Security and Insider Threat Programs under the 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), including training, policies, and procedures to ensure security compliance for STAG personnel and facilities. You will support the company's interface with the Defense Counterintelligence and Security Agency (DCSA) and act as a key partner to multiple internal and external clients and stakeholders. The FSO will implement, direct, administer, and develop the industrial security policy and procedures for assigned programs that have contractually imposed additional security requirements in addition to normal National Industrial Security Program Operating Manual (NISPOM) requirements.

Job Description:

In this role, you will maintain and sustain STAG's security program. Additionally, you will conduct the following duties:
  • Develop and implement enterprise security policies, procedures, and standards to ensure compliance with applicable laws and regulations, particularly the NISPOM and the Risk Management Framework for the Department of Defense.
  • Provide support to the Program Managers by performing as the Facility Security Officer (FSO), directing and implementing efforts to comply with the NISPOM and other customer program access requirements.
  • Maintain current knowledge of applicable regulations, developing operating policies and procedures to ensure compliance.
  • Conduct security assessments and audits to identify vulnerabilities and recommend corrective actions.
  • Manage the facility clearance process, including processing personnel security clearances, maintaining clearance records, and conducting periodic reinvestigations.
  • Monitor and respond to security incidents, including conducting investigations and reporting incidents to appropriate authorities.
  • Prepare and submit required security reports and documentation, including DD Form 254, Security Classification Specification, Standard Form 312, Classified Information Nondisclosure Agreement, and other security-related documents.
  • Maintain liaison with government agencies, including the Defense Security Service (DSS), to ensure compliance with security requirements and to facilitate security-related activities.
  • Preparing for and hosting inspections and/or audits by Government security officials if required
  • Coordinate with internal and external customers.
  • Maintain personnel security records related programs, to include the use of SWIFT, DISS, NISS, and NBIS.
  • Maintain and conduct security briefings/debriefings, annual security education and training,
  • Process Visitor Access Requests.
  • Develop and maintain STAG's security programs and Standard Operating Procedures (SOPs).
  • Attend, support, and participate in program meetings, staff meetings, teleconferences, and more.
  • Develop and conduct formal, initial, and recurring security education and prepare training materials/events.
  • Maintain and sustain the Insider Threat Program and the Foreign Travel Program.
  • Other duties as assigned or required.

Basic Qualifications:
  • Must have a current Top-Secret Clearance
  • Bachelor's degree in a related field OR equivalent experience.
  • 5+ Years of Experience as a Non-Processing FSO.
  • Experience as an FSO within a Government Contractor environment.
  • Experience working within a SCIF.
  • Understands how to use the following programs: DISS/NBIS, SWFT, NISS, and Field Print
  • Must be a graduate of the FSO Course (Non-Processing).
  • Experience working in a Cybersecurity Environment.
  • Working Knowledge of the DD 254 process, including pass-down development to subcontractors.
  • Familiar with DoD Manuals and Intelligence Community Directives (ICD) as well as specific program requirements
  • Experience conducting and preparing for Defense Counterintelligence and Security Agency (DCSA) audits, self-inspections, and interacting with auditors as needed.
  • Possess working knowledge of the NISPOM and 32 Code of Federal Regulation Part 117, as well as security requirements outlined in DoD Manuals 5205.07 Volumes 1-4.

Preferred Qualifications:
  • Experience working within a SCIF.
  • Experience as a Processing FSO.
  • Must be a graduate of the FSO, ITPSO, and Risk Management Framework (RMF) Course (Processing).
  • Experience working with SAP / SCI Programs.
  • Prior experience with COMSEC is desired.
