Responsibilities
- Manages the Quality Assurance Department and associated functions and oversees all project level requirements. Responsible for the development, implementation, coordination, continual improvement, and management of the Quality Assurance (QA) Program and Quality Management System (QMS) IAW ISO 9001.
- Ensures acceptable quality assurance practices are implemented and maintained to ensure delivery of quality work and services throughout the project.
- The Quality Assurance Manager understands and applies ISO / 14001 concepts, principles, and requirements. The Quality Project Manager also is currently responsible for the management and oversight of the project's security and training program.
MAJOR JOB ACTIVITIES: - Responsible for developing, establishing, implementing, and continually improving a compliant Quality Management System (QMS) IAW ISO 9001 / 14001 within all departments on the project. This includes evaluation and continually monitoring, auditing, and analyzing to validate effective implementation and operation of the QMS.
- Evaluates the overall performance of all departments based on ISO requirements, statutory and regulatory requirements, PWS (contractual) requirements, and QMS requirements. May develop procedures, work instructions, and other documents to enhance functions and to increase compliance with ISO.
- Develops and implements an internal audit program and evaluates audit findings and results. Coordinates with department managers and supervisors for the completion of Corrective and Preventive Action Reports (CARs and PARs) IAW applicable procedures. Monitors and assists with resolving corrective and preventive actions as necessary.
- Performs independent analysis, determines scope and course of action required, and develops plans to resolve problems. Conducts analysis and review of problems to determine root causes. Also identifies areas for improvement and initiates Opportunities for Improvement (OFIs) IAW applicable procedures.
- Conducts process and product measurements and analysis IAW ISO 9001 / 14001. This may include developing performance measurements and metrics that include charts, graphs, reports, etc. Collects, evaluates, and analyzes data to determine performance trends. Assesses whether the Quality Policy and Quality Objectives are being met.
- Acts as liaison with the Government Quality Assurance Specialist (QAS) and Quality Assurance Evaluators (QAEs) to resolve problems identified through Government evaluations. Evaluates, investigates, assists with corrective actions, and tracks Government evaluations and findings. Monitors and ensures timely resolution of problems.
- Schedules and coordinates management reviews and other meetings to review and assess overall project performance. Coordinates collection of data and data analysis to determine trends and potential areas for continual improvement of performance.
- Evaluates customer comments and assists with the resolution of customer complaints. Assesses and analyzes overall customer satisfaction.
- Manages the project's training program. Develop and implement training programs to enhance operations and satisfy mandatory training requirements.
- Manages and oversees the projects security program to include personnel security clearances, physical security of all facilities and arms rooms operated by the company, automated system security, and information security. Coordinates with the Company Facility Security Officer (FSO) as necessary.
- May oversee the project's System Administrator and overall network administration, to include overall network functionality, information assurance and network security to ensure overall compliance.
- Plan, manage, and adjust financial budgets according to contract and subsequent modifications
- Ensure customer priorities are executed within prescribed timelines to the highest quality standards
- Provide technical assistance to our customers and assigned staff in the execution of the Performance Work Statement (PWS)
- Must have strong Supervisory duties, interpersonal communication skills and an innate ability to work and communicate verbally, written and effectively with others. timecards, counseling and mentorship.
- Other Duties as assigned.
Qualifications
- Degree in Business Administration, Quality Management, or a related field is desirable. Civilian, Military, or Industrial Engineer training in Quality Assurance/Quality Control IAW MIL-Q-9858, MIL-STD-105E, or ISO 9001 / 14001 standards is desirable.
- Experience: A minimum of three years of general experience in professional management, investigative skills, technical skills, or other responsible work in providing quality control of services in support of specified logistics missions.
- Five years specialized experience in progressively responsible positions in DOD encompassing the following: understanding of program planning, data collection and analysis, and quality control techniques.
- A broad knowledge of the organization and functions of a variety of logistics functions such as maintenance, supply, and transportation.
- Experience in ISO 9001 / 14001 is highly desirable.
- Specialized areas of performance:
- Ability to gain cooperation and coordinate the work of others, skill in written and oral presentations, capability to adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice to quality and quantity of work, ability to establish program objectives or performance goals and assess progress.
- Ability to analyze organizational and operational problems and develop timely and economical solutions.
- In addition to experience shown above, experience in other business areas such as government contracts, etcetera may be of added value. Must be able to obtain and maintain a Secret level security clearance.
- Three years of supervisory experience is preferred.
- Must possess and continuously maintain a current State of Colorado Driver's License prior
to start date or by 30 days after employment. - Must be US Citizen and be able to obtain and maintain a National Agency Check with Inquiries (NACI) to obtain a CAC and SECRET Clearance.
- Must receive a favorable background check and drug testing results.
