Overview

WiSC Enterprises provides full-spectrum program and project management services to support operational and development tasks across multiple task orders. These services are designed to ensure effective execution of all contract requirements through structured planning, coordination, and oversight.

Responsibilities

Key activities include:
  • Program Oversight: Deliver end-to-end management for contracts and task orders, including strategic planning, coordination, control, and execution of efforts. Serve as the primary point of contact for technical and contractual matters.
  • Project Planning & Control: Develop and maintain project plans, schedules (IMS), and work breakdown structures (WBS). Monitor progress, identify risks, and implement corrective actions as needed.
  • Performance Monitoring: Track and assess internal cost, schedule, and technical performance metrics. Provide recurring status updates and financial reporting to stakeholders.
  • Subcontractor Coordination: Manage subcontractor performance and integration to ensure aligned execution of deliverables and compliance with all contract requirements.
  • Documentation & Reporting: Prepare and submit all required program documentation, including management plans, trip reports, performance assessments, final reports, and continuity summaries.
  • Compliance & Governance: Ensure adherence to all applicable travel regulations, security requirements, and performance reporting standards, including self-assessments for performance evaluations.
  • Provides expert-level oversight of program and functional managers across a broad portfolio of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C5ISR) and Information Technology (IT) programs
  • Consults on program execution to include multiple agency partnering, opportunity assessments, resource allocations, and/or risk identification on technical and developmental issues
  • Directs and evaluates cost, schedule, and performance of complex technical efforts
  • Solicit operational/technical requirements, then prepare supporting documentation to include statements of work, and submit for approval/processing
  • Track status of various acquisitions from submission through award, support contract administration to include management of contract deliverables; and track obligations/ expenditures
  • Interface with external agencies to facilitate collaboration, data and product sharing and integration of intelligence
  • Facilitate technical exchanges and implement processes for broader community awareness of Intelligence R&D efforts across the Air Force enterprise
  • Develops and presents briefings to executive and senior level customer personnel

Required Qualifications

  • Education:
    • Bachelor's degree with 12+ years of experience supporting DoD and/or Intelligence Community (IC) technical project management activities. OR
    • Master's degree with 10+ years of experience supporting DoD and/or Intelligence Community (IC) technical project management activities preferred.
  • Clearance: Active TS/SCI required
  • Experience:
    • 18+ years of experience supporting DoD and/or Intelligence Community (IC) technical project management activities.
    • Proven ability to manage cost, schedule, and performance across complex task orders
    • Experience with subcontractor coordination and reporting requirements (e.g., CPARS, PMRs)
  • Certifications: PMP or equivalent preferred
  • Skills:
    • Proficiency in project planning tools (e.g., MS Project, WBS, IMS)
    • Strong written and verbal communication skills
    • Familiarity with government travel regulations, contract reporting, and classified material handling
    • Project Management Professional (PMP) certification (preferred)
    • Familiarity with ISR and intelligence disciplines
    • Effective, efficient written and oral communication skills
    • Self-motivated, detail oriented, responsible team player able to work independently with minimal daily direction
    • Ability to work and interact with technically and organizationally diverse personnel
  • Other: U.S. Citizenship and willingness to travel as needed
