Position Summary: A senior-level training specialist who will design and develop comprehensive IT training programs for the FBI's Infrastructure Branch using systematic instructional design methodologies. This position requires an exceptional candidate who can analyze training needs, conduct job task analyses, and create effective learning solutions for the FBI's IT workforce.
Core Responsibilities:
Apply the ADDIE model (Analysis, Design, Development, Implementation, Evaluation) to design comprehensive IT training curriculum
Conduct thorough training needs assessments and job task analyses
Create meaningful learning objectives mapped directly to job tasks
Select appropriate delivery systems for training content
Develop effective learning strategies for technical subject matter
Conduct Level 1, 2, and 3 evaluations to measure training effectiveness
Collaborate with FBI subject matter experts to create accurate and relevant content
Design and develop training materials following the FBI's Technical Manual for Training Development
Support the IT Infrastructure Division's field office IT Specialists
Required Qualifications:
Bachelor's degree in Instructional Design, Education Technology, Learning Sciences, or related field
7+ years experience in instructional systems design for technical/IT training
5+ years experience applying the ADDIE model or similar systematic design frameworks
Demonstrated experience developing training for an IT workforce
Experience with adult learning principles and their application in technical environments
Experience conducting training evaluations (Levels 1-3)
Strong analytical, communication, and project management skills
U.S. citizenship and ability to obtain and maintain required security clearance
Preferred Qualifications/Certifications:
Master's degree in Instructional Systems Design or related field
ATD Certified Professional in Learning & Performance (CPLP/APTD)
Certified Technical Trainer (CTT+)
Certified Professional in Training Management (CPTM)
ISPI Certified Performance Technologist (CPT)
Experience with Learning Management Systems (LMS)
Prior experience in federal government or law enforcement environments
Knowledge of cybersecurity principles and practices
Experience developing training for classified or sensitive environments
Ideal Experience:
Previous work with FBI AND federal agencies, particularly in national security or law enforcement
Experience designing and implementing training for large-scale IT implementations
Demonstrated ability to translate complex technical concepts into accessible learning materials
Experience applying instructional design methodologies in classified environments
Background in developing career development pathways for IT professionals
Proven ability to measure and demonstrate training ROI and effectiveness
