Position Overview:
The Senior Insider Threat Analyst / Program Manager will lead and manage the FBI Insider Threat Program support effort, aligning operations with Executive Order 13587 and the FBI's internal security, CI, and personnel risk mitigation policies. This position combines expert-level analytic responsibilities with full lifecycle program management to deliver insider threat capabilities in support of the FBI's national security and internal integrity mission. The ideal candidate will coordinate across the Insider Threat Center (InTC), Security Division (SecD), Human Resources Division (HRD), Cyber Division (CyD), and other mission stakeholders to identify, assess, and mitigate potential internal threats to personnel, systems, and data.

Position Overview:

Key Responsibilities:
Analytic and Operational Duties:
- Conduct advanced behavioral, cyber, and contextual analysis to detect potential insider threat risks within FBI personnel or systems.
- Leverage investigative data, HR records, case management systems, SIEM logs, and behavioral indicators to produce threat assessments.
- Identify patterns of concern using FBI-specific tools and threat models aligned with internal security and CI standards.
- Collaborate with the Insider Threat Center, Office of Integrity and Compliance, Security Division, and others to develop cases and brief risk.
- Provide written and oral briefings to FBI stakeholders regarding findings, trends, and risk assessments.
Program Management Duties:
- Serve as the FBI customer's primary interface for Insider Threat Program support activities.
- Lead a multidisciplinary contractor team delivering analysis, technical support, and policy development aligned with FBI InTP objectives.
- Manage scope, budget, deliverables, and performance metrics to ensure compliance with contract requirements.
- Coordinate delivery of SOPs, training materials, compliance reports, risk assessments, and improvement plans.
- Ensure alignment with EO 13587, NISPOM Change 2, and FBI-specific risk mitigation protocols and thresholds.
- Maintain program documentation in accordance with FBI records and security guidelines.
- Respond to requests for information (RFIs), brief program progress to FBI officials, and support audits or OIG inquiries as needed.
Required Qualifications:
- Bachelor's degree in Intelligence Studies, Behavioral Sciences, Cybersecurity, Criminal Justice, or a related field.
- Minimum of 10 years of experience supporting federal insider threat, CI, or security programs.
- At least 3 years of program or project management experience within an FBI, DOJ, or Intelligence Community (IC) environment.
- Experience using Insider Threat analysis tools (e.g., Palantir, Splunk, user activity monitoring systems).
- Knowledge of FBI's internal investigative procedures, clearance adjudication, CI policy, and risk thresholds.
- Demonstrated ability to interface with federal stakeholders, write IC-compliant intelligence products, and conduct briefings.
Preferred Qualifications:
- Master's degree in Cybersecurity, Psychology, Intelligence, or Threat Detection.
- Certified Project Management Professional (PMP).
- Certified Insider Threat Program Manager (CITPM), CISSP, CISM, or equivalent.
- Experience supporting FBI Insider Threat Center or Security Division missions.
- Familiarity with FBI Sentinel, IRONKEY, and relevant personnel investigative systems.
- Working knowledge of EO 13587, ICD 701, ICD 704, NISPOM Change 2, and FBI enterprise risk standards.
