Construction Surveillance Technician

Job Summary:
The Construction Surveillance Technician (CST) provides day-to-day security support for Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) construction projects. This role involves monitoring construction activities, ensuring compliance with security protocols, and safeguarding sensitive information and materials throughout the construction process.

Key Responsibilities:
• Assess, identify, and recommend improvements to existing policies, procedures, and systems to enhance security measures.
• Identify potential threats, vulnerabilities, and risks associated with the construction environment and report accordingly.
• Draft detailed security incident reports; brief government and civilian agencies, including senior military leaders, on security matters.
• Manage uniformed escort personnel and related documentation. Assign, train, and brief security staff on site security duties and ensure timely incident reporting to site leads.
• Follow and strictly enforce the customer's Standard Operating Procedures (SOP).
• Perform various administrative support functions as assigned by the contractor site lead or Senior Security Representative.
• Inspect materials delivered for use in the construction of secure spaces to ensure compliance with security standards.
• Photograph and continuously monitor construction activities to document all steps, supporting the final accreditation packages for secure facilities.
Experience Requirements:
• 1-5 years of related experience.
• Relevant certifications such as Security Fundamentals Professional Certification (SFPC) and Special Program Security Certification (SPSC) can qualify as experience credits. SFPC counts as 3 years; SPSC counts as 5 years, with a maximum equivalent experience credit of 5 years.
• Familiarity with Intelligence Community Directive (ICD) 705, related to SCIF compliance and physical/technical security requirements, is preferred.
Education:
• Bachelor's degree is preferred and will count as 4 years of experience.
• Associate’s degree is also desired and counts as 2 years of experience.
Security Clearance:
• Must hold an Interim Secret clearance at the time of hire.
• Must be willing and able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with a Counterintelligence polygraph.
Additional Requirements:
• Complete any required safety training within 30 days of hire, which may include OSHA 10 Construction Safety, OSHA Fall Protection, and OSHA Confined Space certifications depending on the site.
• Complete the CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course within 30 days of hire.
Compensation:
$35/hr to $63/hr.

*Exact compensation may vary based on several factors, including skills, experience, and education. Employees in this role will enjoy a comprehensive benefits package starting on day one of employment, including options for medical, dental, and vision insurance. Eligibility to enroll in the 401(k) retirement plan begins after 90 days of employment. Additionally, employees in this role will have access to paid sick leave and other paid time off benefits as required under the applicable law of the worksite location.
