Program Manager (PM)

The Program Manager (PM) is responsible for the overall leadership, direction, and successful delivery of the SNOE II contract, as outlined in PWS Section 4.1 and its subsections. The PM serves as the primary point of contact for the Defense Intelligence Agency (DIA) on all program matters, ensuring the contract's objectives are met on schedule and within scope, cost, quality, and risk parameters.

Duties may include:
  • Program Planning and Execution:
  • Develop and maintain the Program Management Plan (PWS 4.1.3), integrating all requirements, milestones, deliverables, and resource allocations in alignment with contract objectives.
  • Establish and oversee the Integrated Master Schedule (IMS), ensuring all project phases, dependencies, and milestones are tracked and updated per contract and customer needs.
  • Risk and Issue Management:
  • Implement a living risk management process (PWS 4.1.4), identifying, analyzing, tracking, and mitigating program risks and issues throughout the contract lifecycle.
  • Maintain a risk register, conduct regular risk reviews, and ensure timely escalation and resolution of critical items with DIA.
  • Configuration and Change Management:
  • Direct configuration management processes (PWS 4.1.7), including oversight of all change requests, version control, and impact assessments.
  • Lead the Change Advisory Board (CAB) for approval of changes affecting technical baselines, security, schedule, or cost.
  • Resource and Personnel Management:
  • Assign, supervise, and evaluate all program staff, including key personnel and subcontractors (PWS 4.1.5).
  • Ensure all onboarding, training, and security clearance requirements are met prior to personnel assignment to the contract.
  • Performance Measurement and Reporting:
  • Develop, monitor, and report on contract performance metrics (PWS 4.1.9), including quality, cost, schedule, and technical performance.
  • Submit required deliverables and CDRLs in accordance with the contract schedule.
  • Stakeholder Communication and Reporting:
  • Serve as the primary liaison to DIA, facilitating clear, timely, and transparent communications on all program matters (PWS 4.1.11).
  • Conduct weekly and monthly program reviews, prepare and deliver dashboards, reports, and executive briefings for the Government.
  • Ensure all contract documentation is maintained and accessible for review and audit by DIA.
  • Quality Assurance and Continuous Improvement:
  • Oversee implementation of the Quality Assurance Surveillance Plan (QASP) and ensure all work products and services meet contract standards (PWS 4.1.8).
  • Lead process improvement initiatives and lessons learned reviews, updating plans and processes as needed for continual enhancement.
  • Contract and Subcontract Management:
  • Manage contract scope, changes, and compliance with all terms and conditions (PWS 4.1.12).
  • Coordinate with subcontractors and partners to ensure delivery of assigned work, adherence to quality and schedule, and fulfillment of all reporting obligations.


Education and Experience:

Required
  • Bachelor's degree in Business, Information Technology, Engineering, or related field (Master's preferred).
  • Minimum 10 years of progressive experience managing complex federal IT or ServiceNow programs.
  • Demonstrated experience with classified contracts and managing programs within a SCIF environment.


Certifications:
  • PMP (Project Management Professional)
  • ITIL v4 Foundation (or higher)


Key Attributes:
  • Proven leadership in government program management, including schedule, budget, and performance oversight.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Demonstrated ability to deliver on all CDRL, QASP, and PWS 4.1 requirements.


Security Clearance:
  • Active TS/SCI and the willingness to sit for a polygraph, if needed
