Duties

-Serves as the senior intelligence specialist for personnel assigned to the organization. Provides both United States Air Force (USAF) and Joint Special Operations functional expertise, analysis, guidance, and direction on deception and OPSEC plans, functions, risks, and other matters for all worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation, and offensive/defensive employment operations for air assets.

-Advises the program manager, unit commander and higher headquarters (HHQ) on policy related to the initiation and execution of unusual, sensitive, and complex deception issues and associated problems impacting the unit's operational mission. Responsible for the overall intelligence management program and prepares, reviews, validates, modifies, and analyzes joint and independent OPSEC and deception plans for the unit in support of all affected assets, personnel, and mission types.

-Manages the overall security management program as it relates to OPSEC. Develops and implements unit policies, standards, procedures, and training for effective management of all aspects of OPSEC in support of garrison operations and worldwide sensitive air support and employment mission requirements, and consistent with current service and joint doctrine. Ensures information and resources are properly protected through review, analysis, risk assessment, and sound OPSEC policy TAW established security control and SAP requirements.

-Conducts extensive research from non- governmental/military resources in the analysis, development and implementation of organizational deception plans in support of the SAP. Conducts research, review, analysis, and interpretation of deception and OPSEC needs, risks, plans, processes, and procedures in support of personnel, projects, programs and other assigned efforts.

  • The employee may be required to take part in CONUS or OCONUS exercises and/or real-world event support activities. The unit's servicing medical clinic will provide immunizations, if required.
  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • The employee is subject to after-duty hours recall or information requests based on the operational situation. Incumbent may be required to be on call, or able to be reached by text, phone, or pager, at any or all times.
  • The employee will be required to travel in military and/or commercial aircraft to perform temporary duty assignments on short notice to both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.
Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, practices, facts and information related to intelligence, counterintelligence, deception, and OPSEC, such as would be gained through experience in previous occupation of lower-graded intelligence positions over time. Must have skill in applying and implementing this knowledge independently and without error to difficult and complex work assignments and the ability to produce advice and develop mechanisms. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of all aspects of ensuring OPSEC of worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation, and offensive/defensive employment operations for air assets.

2. Knowledge of developing, implementing, and employing USAF deception plans while conducting training and real-world missions.

3. Knowledge of joint special operations doctrine to include domestic and overseas command relationships.

4. Knowledge of DoD and USAF policies on SAP controls and procedures, document control and accountability.

5. Ability to analyze and evaluate aircraft movements to achieve tasked objectives while ensuring mission safety and security.

6. Ability to communicate effectively both orally and in writing.

CONDITIONS OF EMPLOYMENT CONT'D:

1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, nationalsecurity, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
