Duties

At a Major command or region level, performs duties in the delivery of Morale, Welfare and Recreation (MWR) Management Information Systems
(MIS). Responsible for integrating automated applications into all aspects of MWR operations, which may include Recreation, Business, Army Community Services, Support Services and Child and Youth. Oversees the development and implementation of procedures and actions in support of automated programs required by installation program managers. Serves as liaison for MWR MIS applications between the Region, Garrison, Director MWR, and subordinate functional administrators.
Applies advanced information technology (IT) principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Oversees and supports the implementation of the MWR MIS applications to include collecting and maintaining up-to-date statistical data for planning and reporting purposes IAW higher headquarters. Applies methods for identifying and resolving IT workforce issues.

Monitors applicable databases at subordinate commands to ensure users are conducting business in compliance with standards. Ensures compliance with internal management controls IAW regulations, policies and procedures. Develops and implements MWR MIS automation systems for smaller Garrisons that do not have a functional administrator. Identifies, coordinates and conducts MIS training (i.e. MWRA, contractor, FMWRC, SME, CST, etc.) allowing users at all levels to maintain proficiency and fully utilize applications.

Determines MWR MIS operation requirements and provides/develops solutions within MIS capabilities. Responsible for implementing information security and information assurance policies, principles, and practices. Reports the status of MWR MIS applications and issues throughout the region to the Region MWR Director. Provides feedback and recommends engineering change proposals for functional enhancements to higher headquarters. Ensures implementation of approved changes as applicable at subordinate commands.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Progressive work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above. Work experience must include technical knowledge of automated applications, information technology, security requirements, and the ability to prepare written briefings and conduct oral presentations. Demonstrated ability to plan, organize and direct work/project activities. The demonstrated work experience must have been equivalent in difficulty and complexity to the next lower pay level.

Preferred are candidates who possess the experience required above and a wide range of management experience in more than one MWR functional area (i.e., recreation, business programs, contracting, procurement, accounting, financial management, automation, etc) and working knowledge of a minimum of two (2) MWR MIS applications (e.g. FoodTRAK, Caterease, AMF or Brunswick bowling systems, bingo systems, and RecTrac) or equivalent systems. Strong project management skills and experience leading multiple enterprise projects. Experience in Army or other DOD information technology governance to include IT portfolio management, configurations control boards, security framework requirements, procurement approvals etc.
