Title: Sr. Technical Expert
Location: Washington DC or Huntsville, AL
Contract Duration: Initial period through March 31, 2030 with multiple option years
Performance Standards: Support maintaining 90% system uptime and meeting all Acceptable Quality Levels (AQLs) defined in the PWS

Background: The FBI Finance and Facilities Division's Accounting and Technology Section requires Operations and Maintenance (O&M) developer and support services for procurement technology systems. This includes maintaining optimal system performance (90% uptime), advancing the procurement technology roadmap, and integrating innovative solutions to enhance operational efficiency.
Position Overview: Seeking a Senior Technical Expert to provide strategic technical direction for the FBI's procurement technology infrastructure and guide multiple development teams contributing to procurement applications.
Key Responsibilities:
Education Requirements: Master's Degree in related field
Required Experience:
Technical Environment: Full technology stack including React, Spring Boot, Postgres, AWS, Docker, Kubernetes, Jenkins, GitHub/GitLab, Terraform, monitoring tools (Splunk, CloudWatch), and various other enterprise technologies
Certificates: PMP (preferred) ITIL, CSSP, AWS
Availability: Must be available to start on Day 1 of the contract (September 1, 2025)
Federal Procurement Knowledge: All Key Personnel must demonstrate extensive knowledge and experience with federal procurement processes.

- Ensure continuity of technical direction and implementation across multiple development teams
- Assist government in developing technical strategic direction for procurement systems
- Develop solutions to complex technical problems using industry best practices
- Maintain full understanding of all aspects of production systems and impact of future changes
- Advise government on best approaches to complex procurement technology problems
- Document solutions and project plans that can be implemented by development teams
- Guide development teams through project implementation
- Identify and track progress towards schedule milestones
- Assist in preparation of key strategic planning documentation
- Evaluate emerging 508-compliant technologies compatible with current investments
Education Requirements: Master's Degree in related field
Required Experience:
- Deep expertise in federal procurement technology systems
- Proven experience providing technical leadership for large-scale government projects
- Strong understanding of the current technical stack: React, Spring Boot, Postgres, AWS, and related technologies
- Experience with system architecture and integration of multiple applications
- Knowledge of 508 compliance and accessibility requirements
- Experience with DevSecOps practices and cloud technologies
- Understanding of cybersecurity requirements in classified environments
