Summary:

The Senior Scientists and Science Technicians will support the Department of Homeland Security (DHS) Human Research Protections Group (HRPG). This role involves providing expert-level support in the oversight, administration, and compliance of human subjects research activities across DHS. The ideal candidate will bring deep knowledge of human research protections, regulatory frameworks, and experience engaging with senior-level stakeholders.

The Senior Scientists/Technicians shall act as an alternate/deputy Program Manager (PM) during any absence of the Senior Manager/Program Manager.

Responsibilities

Essential Job Functions:
  • Provide expert guidance on Human Research Protection Program (HRPP), Institutional Review Board (IRB), and Research Ethics Committee (REC) operations and compliance.
  • Oversee and manage diverse research portfolios, ensuring alignment with federal regulations and ethical standards.
  • Analyze complex regulatory and operational challenges and recommend and implement best practice solutions.
  • Develop and maintain regulatory frameworks in accordance with federal, state, and local laws.
  • Prepare and deliver high-level briefings and presentations to senior DHS officials and stakeholders.
  • Support the development and implementation of policies, procedures, and training related to human subjects research protections.

Qualifications

Necessary Skills and Knowledge:
  • Demonstrated knowledge of HRPP/IRB/REC administration and management.
  • Demonstrated knowledge of various types of research portfolio oversight and management methods and systems.
  • Ability to analyze extremely complex problems and recommend, monitor, and execute best practice solutions to executive level management.
  • Ability to meet with and present to senior officials.
  • Shall be able to read, write, speak, and understand English.

Minimum Qualifications:
  • Master's degree or higher degree in any discipline but preferably in STEM, health policy, law, or information technology (IT) with demonstrated human research protections experience.
  • Must have the Certified IRB Professional (CIP) exam or immediately eligible.
  • Minimum, be eligible to take the Certified IRB Professional (CIP) exam.
  • Experience applying the following: The Common Rule and other regulations relevant to the protection of human subjects in research, DHS and other Federal regulations, regulatory compliance, Good Clinical Practice (GCP) and clinical trials standards, and other research standards for all aspects of human subjects' research.
  • Experience with or ability to assist in the development of a regulatory framework based upon Federal, state, local and other laws, and guidelines.
  • Ability to obtain a Top Secret clearance.

Preferred Qualifications:
  • Ph.D. or equivalent advanced degree.
  • Prior experience supporting DHS or other federal agencies.


Pay and Benefits

The salary range for this position is $155,000 to $195,000 annually.
