eSimplicity is seeking a cleared Director of Program Management to continuously drive program management best practices for both client-facing program execution and corporate projects/initiatives. This person will have hands-on experience leading complex development and operational contracts in both Civilian and Defense areas. This includes strategic and tactical experience in contract management, agile delivery management, resource management, and financial management. The person must also have experience developing and effectively scaling program management policies, processes, templates/tools for multiple contracts across the organization. This role also requires open collaboration with P&L executives and other practice leaders including contract management, finance management, product management, and engineering management to tailor solutions for eSimplicity and our customers.
What you’d be doing:
Through collaboration with P&L executives and other program and practice directors, effectively lead the creation of best practices within the PMO, covering all aspects of program management, from effective agile ceremonies to effective compliance/contract and budget management, and providing support and guidance in adopting best practices.
Establish methods to monitor and gain adoption of the best practices across Civilian and Defense programs. Lead continuous improvement across the PMO, develop a roadmap, and work with program Managers and directors to implement PMO initiatives.
Lead or provide hands-on support for program/project startup or transition upon new contract award while a new team is formed and normed. Apply practical PMO best practices for project startups.
Facilitate monthly Program Management Review with P&L executives and program directors/managers across all programs. Accurately document/track action items.
Routinely perform existing project management capability SWOT. Analyze existing contracts to identify existing capabilities, policies, processes and tools that can be replicated/scaled for new and/or other projects. Replicate successes and apply lessons learned as you scale our PMO capabilities, policy, process, and tool library.
Implement CMMI and ISO requirements. Establish the process and manage CMMI and ISO artifacts and metric gathering to support CMMI and ISO audits.
Manage corporate projects or initiatives to build and scale corporate capabilities. For example, build out SharePoint repository and knowledge base. Explore/bring AI tools to improve productivity and velocity, and accuracy in project management.
Bring program management expertise to business development and growth opportunities, including helping write proposals, developing team structure, and LOE to support pricing development.
We’re looking for
Experience in all facets of effective program management – team building, financials, contract management, stakeholder management, the works.
Someone who is an experienced and successful program manager within the government contracting space, but also able to articulate to others what makes a great program manager.
Someone who has the ability to ask for and listen to input from executives and peers to gain buy-in and best practice adoption at scale. Someone who does not take it personally when a specific practice is not widely adopted but focuses on the ultimate outcomes for the program delivery and customer impact/satisfaction.
Someone who has experience starting and delivering a new project or program of complex systems/product development with cross functional team members (e.g. HCD, product, engineering)
Someone who has the ability to anticipate and manage resource needs across multiple programs, including staffing, redeployment, hiring, and capture efforts. Proactive in aligning talent with organizational priorities and adapting to shifting demands in a fast-paced environment.
Able to articulate classic PMO principles, as well as agile, human-centered and cross-functional ways of working, with an understanding of how to balance those differing ways of working and drive transformation to modern ways of working. Someone who starts with where the customer and the team are and continuously evolves from there.
Ability to be involved with and drive forward compliance work
Demonstrated interest in innovation and enhancing processes to achieve efficiency at the organizational level.
Required Qualifications:
10+ years’ IT consulting, agile project and program management, technical delivery, or similar experience, 5+ years within the federal government space
Experience managing the successful technical, schedule, and cost performance of a major government program in accordance with contract requirements and company policies, procedures, and guidelines.
Project Management Professional (PMP) certification
Leadership experience managing multiple projects with remote teams
Demonstrated ability to manage contract, staffing and subcontractor negotiations with Federal COs, Product Owners and other stakeholders
Demonstrated ability to manage, develop program personnel
Experience with Human-Centered Design concepts and implementations
Experience with FFP and either T&M or Cost-Plus contracts and contract negotiations
Active DoD Secret clearance
Working Environment:
eSimplicity supports a hybrid work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be less than 25% per year.
