The Economic Security Operations Unit (ESOU) within RAND's National Security Research Division is seeking an experienced research project specialist with knowledge and expertise in the application of economic reasoning and analysis to national security issues. The candidate will have a proven record of supporting national security and defense organizations on defense economics, international trade and investment strategy, and economic and technology industrial policy in the context of U.S. security and Indo-Pacific deterrence. The role requires interdisciplinary research, technical analysis, and clear communication of complex topics to senior decision-makers.

This is a one-year term position with the possibility of renewal.

Duties
  • Lead or contribute to projects on economic strategy, resource and capital allocation, supply chain and industrial base resilience, and economic competition for deterrence in the Indo-Pacific region using a range of analytically rigorous research methods and skills.
  • Leverage analytic and private sector experience to advise Department of Defense components and government clients on strategic economic projects.
  • Prepare and present technical analysis and policy options for senior decision-makers and stakeholders on strategic economic effects and policies.
  • Develop research methodologies and frameworks for assessing economic and technology industrial trends.
  • Regularly engage with senior government and private sector stakeholders.


Qualifications
All research positions at RAND require excellent analytic skills; the ability to communicate clearly and effectively, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and a strong commitment to RAND's core values of quality and objectivity.

Required:
  • Knowledge of economic dimensions of U.S.-China strategic competition and Indo-Pacific security dynamics.
  • Proven ability to present complex technical and economic analysis relevant to U.S. military and regional security.
  • Familiarity with military operational environments.
  • Strong written and oral communication skills, with experience delivering presentations, decision memos, and policy consultations to senior audiences.
  • Ability to synthesize complex data and research findings into actionable insights for decision-makers.
  • Proficiency in advanced quantitative methods and economic analytic techniques.


Preferred:
  • Deep research experience in national security economics, international trade security, defense industrial strategy, and technology supply chains.
  • Knowledge of, or experience in, specific technology or defense industries (e.g. semiconductors, AI, critical infrastructure, energy).
  • Deep understanding of emerging technologies and defense innovation ecosystems and their effects on national security.
  • Direct experience working with the DOD and interagency stakeholders on economic issues.


Education and Experience
  • Master's degree (at a minimum) in International Relations, International Economics, Public Policy, or a related field (Ph.D. or equivalent experience preferred).
  • At least five years of experience in advising senior defense leaders and government clients on strategic economic topics, including technology supply chains and the defense industrial base.


Security Clearance
Must be a U.S. citizen able to obtain a TS/SCI clearance.

Salary Range: $75,700-$112,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). Location

We are actively hiring for this position in our RAND offices in Washington, DC. We offer a hybrid work arrangement, combining work from home and on-site options.
