ASRC Federal is seeking a Project Manager with strong background in Capability Requirements to lead an existing team of Functional Requirements Analysts and Management Analysts in the creation and management of JCIDS documents supporting the Military Health System acquisition process. Work with a dedicated team to analyze and mitigate capability gaps in Joint force health readiness through the JCIDS process.

ASRC Federal is seeking a Project Manager with strong background in Capability Requirements to lead an existing team of Functional Requirements Analysts and Management Analysts in the creation and management of JCIDS documents supporting the Military Health System acquisition process. Work with a dedicated team to analyze and mitigate capability gaps in Joint force health readiness through the JCIDS process.
Responsibilities:
- Receive assignments from the Government and then organize, assign, track, and conduct Quality reviews on outputs from the team of Functional Requirements Analysts, Management Analysts, etc. to ensure high quality JCIDS products (CBAs, DOTMLFP-P, ICDs, DCRs, CDDs, etc.) that comply with J-8/Gatekeeper guidance
- Lead preparation of JCIDS acquisition documentation based on current JCIDS Policy and JCIDS Manual
- Coach, mentor, mentor, and guide team in development facilitation, data gathering, and consensus building between package sponsors from the Combatant Commands, Combat Developers, and DHA parties
- Manage support Health Readiness governance boards and panels, including but not limited to: developing agendas, meeting minutes, action items; working with briefers, board members, other team members to schedule and review presentations; address questions; provide portfolio management and governance process information.
- Lead periodic process improvement projects to enhance the JCIDS process at DHA and to streamline and improvement communications with Services and other Stakeholders.
- Perform additional Readiness activities such as managing and responding to all taskers related to Program Objective Memorandum (POM) activities
- Prepare periodic and ad hoc reports, analyses, briefings and recommendations
Requirements:
- Bachelor's degree and/or additional related experience in lieu of degree
- Experience working with some aspect of the Military Health Service (E.g., Defense Health Agency or one of the Services)
- Experience leading creation of JCIDS (Joint Capabilities Integration Development System) documents from requirements, analysis, documentation, local and Joint staffing, validation, and approval (cradle to grave) for the acquisition process
- Excellent customer interfacing skills and responsiveness required
- Experience supporting Joint programs is a plus
- Experience working with a functional requirements repository system is a plus
- US Citizenship and SECRET clearance (or ability to obtain a Secret) is required
